We seek a diligent and experienced Purchasing Agent to manage our procurement processes.Position Overview: The Purchasing Agent will play a vital role in the operational efficiency of Riverhead Charter School by overseeing all purchasing activities. This individual will ensure that the school procures necessary goods and services in a timely, cost-effective, and compliant manner, adhering to all district policies and New York State regulations.Key Responsibilities:Procurement Management:Initiate and manage the full procurement lifecycle for a wide range of goods and services, including but not limited to educational supplies, office equipment, technology, and facility maintenance needs.Could you ensure all purchasing activities comply with established school policies and procedures?Bidding and Negotiation:Prepare and issue requests for proposals (RFPs), invitations for bids (IFBs), and requests for quotations (RFQs) by New York State competitive bidding thresholds (e.g., currently $20,000 for purchase contracts and $35,000 for public works contracts, with awareness of "best value" awards where applicable).Actively negotiate contracts, terms, and pricing with vendors to secure the most favorable agreements for the school, balancing cost, quality, and delivery.Vendor Management:Develop and maintain strong, professional relationships with current and prospective vendors.Research new vendors and product offerings, staying informed about market trends, pricing fluctuations, and innovative solutions to optimize purchasing strategies.Compliance and Regulations:Please make sure all purchasing activities follow local, state, and federal regulations, including New York State General Municipal Law Section 103 (competitive bidding requirements) and other relevant public contract laws.Guarantee compliance with affirmative action requirements and other applicable procurement guidelines for educational institutions.Please monitor this and ensure compliance with any specific regulations related to federally funded purchases.Record Keeping and Documentation:Maintain accurate, detailed, and organized records of all purchasing transactions, including purchase orders, requisitions, contracts, bids, invoices, and vendor communications.Could you make sure to have proper documentation for audit purposes and transparency?Communication and Collaboration:Serve as the primary point of contact for school staff, department heads, and vendors regarding purchasing needs, specifications, procedures, and delivery status.Could you provide guidance and training to staff on purchasing policies and best practices?Budget Management:Work closely with finance and departmental leads to ensure all purchases are within allocated budgets.Contribute to developing and implementing cost-effective procurement strategies and identify opportunities for savings.Monitor spending thresholds and contract expiration dates.Required Skills & Qualifications:Thorough knowledge of purchasing methods, procedures, and best practices, particularly within a public or educational sector environment.Strong understanding and experience with New York State procurement laws and regulations (e.g., General Municipal Law, Education Law related to purchasing).Demonstrated negotiation skills and the ability to establish and maintain effective vendor relationships.Excellent organizational skills with meticulous attention to detail for record keeping and compliance.Strong analytical and problem-solving abilities to evaluate bids, compare prices, and resolve purchasing-related issues.Proficiency in purchasing software, enterprise resource planning (ERP) systems, and standard office software (e.g., Microsoft Office Suite, Google Workspace).Exceptional written and verbal communication skills, with the ability to communicate clearly and effectively with diverse stakeholders.Ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.Education & Experience:An associate's or bachelor's degree in business administration, finance, supply chain management, or a related field is preferred.Minimum of [X years, e.g., 3-5 years] of progressive experience in purchasing, procurement, or a related field, with demonstrated experience in a school district or public entity.To Apply: Interested candidates should submit a resume and cover letter detailing their qualifications and experience.Riverhead Charter School is an Equal Opportunity Employer.
