Job Title: Director of Human ResourcesReports to: Chief Executive Officer (CEO)Organization Overview:At Variety Child Learning Center (VCLC), we are dedicated to supporting the development, education, and inclusion of children with disabilities and learning delays. Position Summary:The Director of Human Resources is responsible for overseeing all aspects of personnel management within the organization. This includes recruitment, hiring, evaluation, compliance, labor relations, benefits administration, policy development, and staff support. The ideal candidate will possess strong leadership skills, in-depth knowledge of employment laws and education regulations, and a commitment to fostering a positive and productive work environment across all school buildings.Key Responsibilities:Personnel Management & StaffingSupervise Human Resources and Training Office staff.Collaborate with building principals and administrators to assess and fulfill staffing needs.Coordinate and manage staffing plans for each building, including job postings, resume screening, interview scheduling, and candidate communications.Establish partnerships with colleges and universities for internships, student teacher placement, and future recruitment opportunities.Negotiate and administer all employment agreements upon initial hire and annually.Ensure compliance with federal, state (NYSED), and local regulations in all recruitment, hiring, and clearance procedures.Support and guide building leaders on personnel-related matters including conflicts, grievances, and disciplinary matters.Handle sensitive personnel and student information with the highest level of confidentiality and professionalism.Oversee the annual staff evaluation process for all personnel.Partner with the Business Office on benefits administration, contract management, NYS Unemployment and workers’ compensation matters. Maintain accurate attendance and leave records, including FMLA, paid, and unpaid leaves of absence.Collaborate with the Director of Training to coordinate mandated professional development and staff training. Compliance & ReportingDevelop, update, and maintain personnel policies, procedures, and employee handbooks.Remain current with best practices, legal developments, and innovations in human resources through ongoing professional development.Ensure legal and regulatory compliance with all employment-related laws and education policies.Prepare and submit required personnel reports to federal, state, and local agencies (e.g., BEDS, EEOC, OSHA, Department of Labor, NYS Unemployment, etc.).Maintain personnel files and records in accordance with legal and regulatory standards.Utilize and demonstrate proficiency in relevant personnel databases and systems, including FAMS, TEACH, OLAS, NYSED Business Portal, and others.Create and manage HRIS software and personnel databases and reporting tools. Monitor HR information, ensuring accuracy and compliance with regulatory requirements. Other ResponsibilitiesFoster a culture of collaboration, accountability, and continuous improvement across the organization.Contribute to organization-wide and building-level safety initiatives, including student incident review, and participation in safety drills.Perform additional duties as assigned by the CEO.Qualifications:Bachelor’s degree in Human Resources, Education Administration, or related field (Master’s degree preferred).Minimum of 5–7 years of experience in a leadership role within human resources, preferably in an educational setting.Strong knowledge of NYSED regulations, employment law, and labor relations.Demonstrated ability to manage multiple priorities in a fast-paced environment.Excellent interpersonal, communication, and organizational skills.Proficient in HRIS systems and state/federal reporting tools.
