Approved by Lynnette Brunger, Superintendent of Schools Supervisor of Special Education THCSD seeks a knowledgeable, collaborative, and student-centered educational leader to serve as Supervisor of Special Education. The successful candidate will oversee the referral, evaluation, eligibility determination, and individualized education program (IEP) development processes for students with disabilities ages 3–21. The Supervisors of Special Education will ensure compliance with federal and state special education regulations while fostering positive relationships with students, families, staff, service providers, and community agencies. This individual will be committed to ensuring that all students receive appropriate services and support in the least restrictive environment and have equitable access to educational opportunities. The successful candidate will provide leadership, oversight, and support for special education programs and services across the district to ensure that all students with disabilities receive high-quality instruction, individualized supports, and equitable opportunities to achieve academic, social, emotional, and post-secondary success. The Supervisor of Special Education will collaborate with administrators, teachers, related service providers, families, and community agencies to ensure compliance with federal and state regulations while promoting inclusive practices and continuous improvement in student outcomes. Qualifications: NYS certification as a School Administrator and Supervisor (SAS), School Building Leader (SBL), School District Leader (SDL), or equivalent administrative certification. NYS certification in Special Education, School Psychology, School Counseling, or a related pupil personnel services field. Knowledge of state and federal laws, regulations, procedures and reporting requirements; and experience implementing research based instructional practices for diverse learners. Ability to effectively administer special education instructional programs and to work with parents, community groups and agencies. Demonstrated success supporting inclusive educational practices, MTSS, behavioral supports, and progress monitoring systems. Experience with preschool special education services and transition planning preferred. Essential Duties & Responsibilities: Committee Leadership and Compliance Reports to the Assistant Superintendent Administers the district’s special education program, coordinates student placements in programs, and articulates the district program with other schools and agencies. Chair CSE, CPSE, 504, annual review, reevaluation, manifestation determination, and eligibility meetings. Ensure compliance with the Individuals with Disabilities Education Act (IDEA), New York State Education Law, Part 200 Regulations, and applicable district policies. Coordinate transitions between Section 504 plans and special education services when appropriate. Ensure equitable access to educational programs, extracurricular activities, and district services for students with disabilities. Facilitate collaborative decision-making among committee members, parents, and service providers. Ensure that evaluations, recommendations, and placements are completed within required timelines. Develop legally compliant and educationally appropriate Individualized Education Programs (IEPs). Maintain accurate records and documentation related to CSE and CPSE processes. Monitor compliance indicators, legal mandates and adhere to timely and accurate state reporting requirements. Assist with state audits, due process proceedings, mediation, and corrective action plans as necessary. Student Evaluation and Program Oversight Coordinate referrals, evaluations, and eligibility determinations for students suspected of having disabilities. Review evaluation reports and recommendations to support informed decision-making. Ensure that students receive services in the least restrictive environment appropriate to their needs. Work closely with building administrators, special education teachers, school psychologists, related service providers, counselors, and general education staff to address student needs and monitor progress. Provide guidance regarding special education regulations, accommodations, modifications, and service delivery models. Support inclusive practices and collaborative problem-solving across the district. Disseminate new laws, regulations and research trends related to special education and monitors compliance with state and federal laws. Demonstrate knowledge of MTSS, RTI, SEL frameworks, culturally responsive and trauma- informed practices. Assist in the development, administration, and presentation of staff training programs relative to special education. Evaluate certificated and classified staff assigned to the department through the APPR process. Family and Community Engagement Establish and maintain positive relationships with parents and guardians throughout the special education and 504 process. Explain procedural safeguards, evaluation results, and program recommendations in a clear and supportive manner. Serve as a liaison among families, schools, service providers, and community agencies. Address parent concerns and facilitate resolution of disputes when appropriate. Incorporates policies and procedures in accordance with laws and regulations. Ensures that all practices in the district are legal and ethical for each student/family so that each child has the opportunity to achieve at a high level and be prepared for post-secondary success .
