Key Responsibilities Financial Stewardship: Lead all budgeting, accounting, and financial reporting in strict compliance with State and Federal mandates. Strategic Planning: Develop long-range fiscal plans, manage district investments, and oversee debt service. Operational Oversight: Direct purchasing, risk management, facilities maintenance, safety protocols, food services, and transportation operations. Team Leadership: Supervise Business Office staff and department heads to ensure efficient district operations. Qualifications Certification: SDBL (School District Business Leader) or SDL (School District Leader) required. General Duties The School Business Official is responsible for the administration and supervision of the district's business functions, including budgeting, purchasing, and financial reporting. Reporting directly to the Superintendent, this role exercises direct supervision over Business Office staff and provides oversight for various district-wide operations. II. Functional Responsibilities A. Financial Management & Reporting Maintain accounting records conforming to District, State, and Federal standards. Manage encumbrances, expense accounting, and revenue distribution. Supervise the District Treasurer, Accounts Payable, Payroll Coordinator and Tax Collector; oversee grant accounts and property control. Prepare cost-analysis reports and annual financial statements for the Board and State Education Department. B. Budgeting & Planning Develop and present the annual budget document to the Board and community. Monitor resources and recommend adjustments or supplementary appropriations as needed. Create multi-year financial projections (staffing, facilities, and revenue). Manage cash flow, borrowing needs, and investment instruments to maximize interest earnings. C. Purchasing & Risk Management Direct all purchasing and accounts payable; oversee formal bidding processes and State contract utilization. Develop and audit the district’s risk management and insurance programs (liability, health, and property). D. Operations & Facilities Direct facilities maintenance and safety programs through supervisory staff. Chair the liaison with insurance carriers. Oversee the fiscal management and regulatory compliance of Food Services and Transportation departments. E. Systems & Data Oversee data processing for payroll and administrative records. Implement software and hardware standards to improve operational efficiency. III. Essential Knowledge & Skills Technical: Advanced understanding of NYS school tax law, GASB standards, and municipal bidding requirements. Analytical: Ability to solve complex financial problems and conduct rigorous cost-benefit analyses. Interpersonal: High level of integrity, professional judgment, and the ability to foster positive public relations.
