The district, located just 25 miles east of New York City in Wantagh, NY, includes three elementary schools (K-5), one New York State Essential Elements School to Watch middle school (6-8), and one National Blue Ribbon School of Excellence high school (9-12).Required QualificationsValid NYS Administrative Certification: School District Business Leader (SDBL)/ School Business Administrator (SBA)Master’s degree and/or advanced degree in business/accountingCertified Public Accountant (preferred)Minimum of three years of responsible school district accounting experience (preferred)Demonstrated analytical and supervisory abilitiesComprehensive knowledge and understanding of school business administration in a public school districtUnderstand the process of teaching and learning and the role financial operations play in supporting the educational processUnderstanding of the regulatory environment of the District’s financial operations including Federal, State, local laws, regulations and Board policies.Position DetailsEnsure the effective allocation of resources to meet the District’s educational and instructional objectives.Make recommendations to the Assistant Superintendent for Business in the allocation of resources to support student learning initiatives.Assist in the management and maintenance of the business office’s functions and accounting.Assist the Superintendent and Assistant Superintendent for Business in ensuring that the District’s proposed budget aligns with its current instructional programs and services, organization and facilities.Assist the Superintendent and Assistant Superintendent for Business in ensuring that the District’s proposed budget aligns with the Board and the Superintendent’s strategic vision.Assist the Assistant Superintendent for Business in ensuring that the budget process conforms to the requirements of the Education Law.Assist in all other aspects of the District’s budget process including, but not limited to, communicating the fiscal issues impacting educational programs to the Board and the public.Provide routine guidance to instructional staff and department administrators on the efficient management of resources, instructional materials and services for the educational program.Oversee District resources for instructional initiatives and provide guidance to curriculum administrators on the purchase of supplies and material to support the instructional program.Oversee the inventory needs of students for technology/curriculum initiatives (i.e. 1:1 devices loaded with district purchased software) while working with the curriculum and technology departments to devise a proper distribution/tracking system.Coordinate with teachers and other instructional staff on field trip planning and textbook adoptions and purchases.Coordinate with building and department leaders to review educational programs and services to ensure the district’s risk management program is aligned with current instructional practices and services.Work directly with the Assistant Superintendent for Special Education to review IEP’s and validate that the STAC’s are filed and match the educational services and programs being provided to special education students.Work with instructional staff to determine the needs of the instructional programs.Assist with negotiations.Organize and direct a program of in-service training aimed at increasing the skills of school business management personnel and support staff in the building.Supervise, observe and evaluate classified Business Office personnel.Review and approve cash transaction for payroll department, accounts payable check runs, and ACH transactions.Maintain capital projects files and ensure reporting of forms on a timely basis for State aid.Prepare and supervise the Federal Fund and prepare closing entries for year-end.Assist the Assistant Superintendent for Business with the preparation of annual filings for submission to the State including ST-3 and supplemental schedules, ESSA, Transparency, Maintenance of Effort, etc.Facilitate and coordinate all audits.Assists in the reconciliation of calendar year-end, processing of government reporting, i.e., W-2’s and 1099M, 1099R, 1095s.Analyze and project revenues for budgeting and the Fund Balance.Assist in the preparation of cash flows for TAN/BAN/bond borrowings.Perform all other tasks and responsibilities as assigned by the Assistant Superintendent for Business.
