Number of Positions: 1 (PT up to FT)Salary: $50,000 - $55,000, commensurate with experience, proratedLocation: Varies (TBD), Some travel requiredWork Hours: M-F , May vary with locationThis position is responsible to collaborate with leadership, and their clerical staff in recruiting external and internal hires. The Personnel Development and Improvement Generalist assists administrators in conducting full lifecycle recruitments, by assisting in one or more specific stages of the hiring process. This position is responsible for tracking and maintaining recruitment and staffing data. This position will also have responsibility for the on-boarding of new hires and off-boarding exiting employees. The incumbent also serves as the point of contact for technology solutions in the areas of applicant tracking/recruitment, on-boarding, and hiring/paperwork flows. Will assist the Director of Human Resources on HR policy and other trainings. The incumbent will collaborate with the BOCES Public Information department to increase and drive engagement relating to employer branding on multiple channels in tandem with other organizational wide marketing/branding efforts. Work is performed under the direct supervision of the Director of Human Resources and the Assistant Director of Human Resources, with leeway allowed for the exercise of independent judgement in planning and carrying out duties. Does related work as required.Develops sourcing strategies through networking, social media, employee referrals, college networks, job postings, and schedules and attends job/career fairs;Screens applicants for initial interview, based on set certification and civil service qualifications, interviews candidates with hiring administrators, and handles reference checks as needed;Conducts onboarding for new hires and off-boarding for exiting employees in conjunction with the Personnel/HR team and BOCES administrators;Strategically consult with hiring administrators to develop recruitment strategies in support of their workforce plans and provides regular training, guidance and coaching on recruiting policies, processes, and regulatory issues as well as provide recruitment and workforce analytics to drive overall organization performance and retention;Implements and trains on new and existing systems relating to applicant tracking/recruitment, on-boarding, hiring/paperwork, and other HR policy training in conjunction with the Director of Human Resources;Partners with BOCES Public Information department to increase and drive engagement with employer branding on multiple channels in tandem with other organizational wide marketing/branding efforts. Maintains Personnel/HR and related pages of the WSWHE BOCES website;Maintains records and produces monthly reports on recruitment activities, research, and analyzes hiring and turnover statistics;Monitors the recruiting budget, makes recommendations to improve cost effectiveness and handles the entries of Purchase Orders pertaining to recruitment and on-boarding;Assists the Director of Human Resources with the administration of various BOCES personnel and employee relations programs and responds to staff and administrators regarding routine personnel policies and procedures;Advises candidates of status of applications and notify candidates not selected, considered, etc.Minimum Requirements Possession of a Master’s degree or higher in Business Administration or Human Resources; or Possession of a Bachelor’s degree in Business Administration, Human Resources, or a related field and one (1) year of paid work experience in Human Resources; orPossession of an Associate’s degree in Business Administration, Human Resources, or a related field and three (3) years of paid work experience in Human Resources; orGraduation from high school or possession of a high school equivalency diploma and Five (5) years of full-time paid work experience in a Human Resources.Diverse candidates are encouraged to applyNote: Vacancies are filled by a certified list provided by Washington County Civil Service.
