The director of Special Education and Student Services shall be responsible for the planning, organizing and direct implementation of student services programs for grades Kindergarten through Grade 12+. This includes responsibilities for program development, budgeting, staff selection, staff development, staff and program evaluation.QUALIFICATIONS: NYS Certification - School District Administrator Successful special education teaching and school administrative experienceAbility to deal effectively with people and problem solveAbility to plan and supervise the work of othersStrong interpersonal and human relations skillsExcellent communication skills (oral and written)Experience with inclusive educational programmingPERFORMANCE RESPONSIBILITIES: Keeps informed of all legal requirements governing Special EducationEvaluates existing programs as an ongoing responsibility, and recommends changes and additions as needed.Conduct annual review meetings and process IEPsEstablishes procedures for placement, evaluation, assignment, and reappraisal of students with regard to the special education services programDevelops procedures for referral, securing medical reports, psychological examination, and placementSupervises and coordinates home instruction for homebound or hospitalized studentsAssumes responsibility for compiling, maintaining, and filing all reports, records, and other documents legally required or administratively usefulDevelops and maintains complete and cumulative individual records of all children receiving special services or enrolled in special classesSupervises preparation of attendance reports and similar data necessary to reimbursement of funds, collecting of tuition for out-of-district students, and similar fiscal mattersParticipates in the planning and implementation of professional development related to inclusive practices, differentiation and interventionMonitors compliance with regard to data standards, maintenance of records and State and Federal reporting requirements.SPECIAL EDUCATION/504:Serves as Chairperson of the District Committees on Special Education and Preschool Special Education.Supervises and coordinates the Committees on Special Education.Serves as the District's 504 Compliance Officer, Medicaid Compliance Officer and Homeless Liaison.Develops, directs, and evaluates District plans, programs (including curriculum) and services for 504 students and students with disabilities.Provides in-service for student service staff and for District staff regarding programs and services for at-risk students, 504 students and students with special needs.Serves as District liaison with BOCES, SEO and Federal agencies regarding student services.Supervises and evaluates staff in conjunction with the building principals.Provides status reports regarding the District's compliance to the Superintendent and responds to requests for data for analysis purposes.Assists the Superintendent in the coordination, verification and analysis of state and district assessment data.Assists in the direction, implementation and evaluation of instructional improvement initiatives in the area of student services.GRANTS:Writes, monitors and implements grants for all Federal and State funding, including all 611 and 619 grants and other programs/projects as assigned by the Superintendent.Searches for and recommends applications to alternate/additional funding sources.OTHER DUTIES:Performs and completes other duties and responsibilities as specifically determined by the Superintendent of SchoolsMcKinney-Vento Coordination: Serve as the district liaison for homeless students, ensuring compliance with the McKinney-Vento Act. Facilitate access to educational services, transportation, and resources for students experiencing homelessness.Experience in MTSS, Response to Intervention (RtI), Positive Behavioral Interventions and Supports (PBIS), and trauma-informed practices.RELATIONSHIP WITH THE SUPERINTENDENT OF SCHOOLS AND THE BOARD OF EDUCATION:Demonstrates a good working relationship with the Superintendent and Board of Education.Supports Board of Education policies and actions to the public and staff.Attends meetings of the Board of Education as appropriate.Prepares annual reports for the Superintendent and Board of Education on Special Education and Compensatory Education.Accepts responsibility for maintaining liaison between the Superintendent and subordinates working toward a high degree of understanding and respect between the staff, the Superintendent and the Board.Submits items in a timely manner to the Superintendent as required for Board of Education action with appropriate recommendations based on thorough study and analysis.Prepares in a timely manner and presents materials, reports background data and information for Board meetings as requested by the Superintendent.RELATIONSHIP WITH THE COMMUNITY:Promotes community understanding and support for the schools.Works effectively with public and private agencies.Is visible in the community and participates in community activities.Achieves status as a school leader in areas relevant to the Director of Special Education and Student Services.Seeks appropriate community involvement in decision-making.REPORTS TO: The Superintendent of SchoolsTERMS OF EMPLOYMENT: The Director of Special Education and Student Services position is a tenure-track twelve-month school administrator position.EVALUATION: Performance of this job will be evaluated annually by the Superintendent, pursuant to District procedures.
