The Rome City School District is actively recruiting for a full time 12-month Director of People Operations. Selected candidate must possess NYS School District Administrative Certification.The Director of People Operations reports to the Superintendent to ensure Human Resources strategies are aligned with the district’s overarching goals. This individual will lead and administer all Human Resources functions, including but not limited to, recruitment, retention, and appropriate onboarding of employees. This individual must possess a broad general knowledge of contracts, mediation, and arbitration practices, NYS Education and employment laws and regulations, including civil services, be able to perform research in the area of employee benefits and leave, read and interpret labor agreements, develop and maintain a harmonious relationship between employee groups and employers, formulate equitable solutions to employee relations problems and disputes. Essential Duties and ResponsibilitiesImplements Human Resources policies and activities, and ensure compliance with all employment laws and regulationsProvides counsel to the Superintendent on labor management related matters, reviews materials on behalf of the school district and makes appropriate recommendations necessary. This includes, but not limited to district-level negotiation, and budget development for the departmentProvides effective and efficient oversight to the Human Resources personnel, manage employee-related initiatives, and establish accountabilities.Conduct regular meetings with Human Resources personnel for problem solving of various departmental and workplace incidents that may arise and provide appropriate coaching and training for them.Ensure and maintain a harmonious and collaborative working relationship between the Human Resources Department and the Business and Finance Department. Reviews and analyzes employee data for appropriate baseline data and recommendation for improvement.Analyzes precedents and existing employment, wage, and salary practices in order to aid in the development of future collective bargaining agreements. Develops and maintains reference files including negotiated contracts, PERB, and court decisions, mediations, and employee discipline files.Maintains communications with district bargaining unit partners/officers for the promotion of a positive working relationship and overall employee well-being.Ensures compliance with terms of the negotiated agreementsWorks with building leaders and the assistant superintendent for instruction for annual staffing configuration and planning. Assumes responsibility for compiling, maintaining, and filing reports, records, and other required documents related to human resources. Works with the assistant superintendent for instruction and analyze district enrollment data and trends for appropriate staffing Maintains attendance data for staff, and ensures appropriate sub-coverage Attends Board of Education meetings and committee meetings as determined by the Superintendent of Schools. Other duties as assigned by the Superintendent of SchoolsSupervisory Roles and Responsibility:Administrative overview of all District human resource functions Development, implementation, and evaluation of procedures and practices related to recruitment, hiring, and retention of all staff Implementation of the District’s policies related to affirmative action Serve as the District Title IX compliance officer Evaluation of staff, with the assistance of building administrators, as necessary Minimum Qualification:The Director of People Operations will possess a New York State Certificate as School District Administrator and meet all State RequirementsThe Director of People Operations will have at least five or more years of successful administrative and/or supervisory experience in public school settings The Director of People Operations will have broad general knowledge of employee contracts, mediation and arbitration practices, New York State Education Law, New York State Taylor Law, local and State Civil Service Laws, Rules, and Regulations The Director of People Operations should be able to perform research in the area of employee benefits, read and interpret labor agreements, create and maintain a harmonious relationship between employee groups and employers, and formulate equitable solutions to employee relations problems and disputes Terms of Employment:Twelve (12) month employee. Terms of employment will be in accordance with the terms of the private contract. Evaluation:Performance will be evaluated annually by the Superintendent of Schools
