Duties:Putnam/Northern Westchester BOCES is seeking a dynamic and innovative Executive Director of Human Resources. This central office cabinet position will report to the District Superintendent and responsibilities will include, but are not limited to overseeing Putnam/Northern Westchester BOCES Human Resources and all related departmental functions such as: recruiting, training, and retaining quality staff, employee certifications and Civil Service classifications; maintenance of all candidate and employee files; employee benefits and leave time administration; employee reduction-in-force and call back processes; employee tenure recognitions and celebrations; staff events (opening day, Superintendent’s conference days, etc.); employee engagement activities; NYSED and Westchester County Civil Service Commission liaison activities; employee evaluation processes and compliance with BOCES policies and legal requirements; new employee orientation programming; employee onboarding & departure processing; HR fiscal year rollover processes; state and federal reporting (BEDS, VADIR, Corporal Punishment, Civil Rights, Affordable Care Act, etc.); bargaining agreement negotiations and administration; terms and conditions proposals and administration, Extended School Year planning and support; employee job descriptions maintenance; staff development planning. This position will serve as the Title VI Officer (race, creed, color, national origin, religion) Officer; Section 504/Title II ADA Compliance Officer (disability); Sexual Harassment Compliance Officer; Privacy Officer; Records Officer; Payroll Certification Officer. This position will manage the Negotiations Clearinghouse, Aesop, and Employee Assistance Program COSER offerings, and serve on the APPR, Board Policy, and Wellness Committees. Salary range: $175,000 - $190,000 depending on background and experienceQualifications:Candidates must submit a formal letter of interest and a current resume. NYS certification as a School District Administrator/School District Leader is required. Characteristics Desired:The successful candidate will possess the following characteristics:An ability to effectively support the District Superintendent by keeping them informed of key issues, BOCES needs, and operational concerns by offering informed professional advice and analysis on personnel matters.A dynamic leadership style with a proven track record for successful personnel administration.An ability to identify, recommend, and help achieve organizational goals and priorities as determined by the District Superintendent and BOCES Board.A knowledge of district policies administration and procedures relative to personnel administration, and an ability to recommend modifications to policies when needed.An ability to ensure compliance with all applicable local, state, and federal laws/regulations.An ability to identify and promote professional development opportunities to staff members.A deep knowledge of New York State School Personnel laws and requirements. An ability to display strong communication skills with excellent writing and public speaking capabilities.An ability to work collaboratively with other cross departmental BOCES leaders to help achieve optimal organizational results.A desire and ability to promote an environment of constant improvement within the Human Resources department and throughout the BOCES.A positive, can-do attitude and unwavering commitment to the BOCES Mission of Service and Innovation through Partnership.
