The Executive Director of the Central Business Office (CBO) will play a pivotal role in providing financial leadership to our educational community. The Executive Director of the Central Business Office will provide proactive leadership to engage all department staff, districts, and other stakeholders in the financial and fiscal management processes. This includes helping to develop and implement strategic financial plans, ensuring compliance with regulatory requirements, and fostering transparent communication. The successful candidate will work collaboratively to optimize resource allocation, support budgetary planning, and drive financial initiatives that align with the educational goals and priorities of the districts. Reporting to the Deputy Superintendent and collaborating closely with the component school leaders and BOCES staff, the Executive Director of the Central Business Office will create the conditions for fiscal success through budget management, financial planning, and ensuring that all financial operations align with the member districts' educational goals and priorities.Qualified candidates will have a NYS School Business District Leader or School Business Administrator certification is preferred; experience in a school business office is required. The position is located at NCOC in Grand Gorge with travel as required.Reports to: Deputy SuperintendentEssential Duties and Responsibilities: The following list is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities required by the employee. Advise participating superintendents and district staff on issues related to the business office, transportation, operations and maintenance, and food service.2. Supervise and train CBO staff on issues related to the business office operations.3. Manage the creation, implementation and follow-through procedures that improve the efficiency and effectiveness of the Central Business Office.4. Facilitate communication with business office staff and participating districts.5. Coordinate and submit state and federal reports.6. Coordination of the interim and year-end audits.7. Perform district-specific analysis of fund balance, reserves, expenditures and revenues.8. Assist member districts with annual budget development preparation.9. Act as a resource for the district clerks, treasurers and other administrative personnel.10. Attend component and BOCES Board meetings as necessary.11. Attend School Business related conferences, seminars and workshops.12. Prepare and manage the CBO Co-Ser budget(s).13. All other duties assigned by the Deputy Superintendent. The Executive Director of the Central Business Office will possess the following minimum qualities, qualifications, skills, and/or abilities:1. Evidence of an open, collaborative leadership style that fosters a sense of teamwork and common purpose.2. A clear communicator in both oral and written language, including electronic communication. 3. The Executive Director of the Central Business Office will be positive, approachable, and respectful of others and their time.4. Willingness to become an active, engaged, and visible member of the BOCES team.5. Unquestioned integrity, honesty, and diplomacy.6. Work collaboratively with other staff members, administrators, participating district staff, and Superintendents.7. Problem-solving and critical-thinking skills, including the ability to bring together numerous parties to solve problems.8. Knowledge of fund accounting, public school finance, and business office operations.9. Knowledge of public-school state reporting, budgeting, grants, cash flows and investing.10. Demonstrates the ability to effectively develop, manage, and follow schedules to meet operational deadlines for member districts consistently.11. Ability to analyze data and research issues.12.
