Position OverviewThe Chief Executive Director of Human Resources and Administration serves as a key advisor to the Superintendent, Board of Education, and community, overseeing all aspects of the district’s human resources and labor relations functions. This role ensures compliance with state and federal regulations, promotes a diverse and culturally responsive workforce, and fosters a positive and productive work environment.Key ResponsibilitiesHuman Resources & ComplianceEnsure compliance with NYS Education Law, Civil Service Law, and Commissioner’s Regulations, including certification and seniority requirements.Oversee all legal aspects of employment, including background checks, fingerprinting, and certification.Align recruitment, hiring and retention practices with the district’s Equity Strategic Plan to promote diversity and cultural responsiveness.Manage and oversee the administration of compensation as it relates to all contracts.Facilitate the use of technology tools for HR data maintenance, reporting, and compliance, including APPR/STEPS data tracking.Implement compliance training for staff and oversee workplace policies, including Title VI, Title VII, and Title IX investigations.Ensure the implementation of the Workplace Violence Prevention Program.Labor Relations & Legal MattersManage employment-related legal matters, including disciplinary processes, grievances, arbitration, mediation, and Public Employment Relations Board (PERB) cases.Oversee labor negotiations and collaborate with union representatives to foster positive labor relations.Monitor staffing budget allocations to align with district priorities and fiscal responsibility.Review Board policies and contribute to the development of HR-related policies.Talent Management & Employee EngagementLead recruitment, selection, and onboarding processes for all district staff.Plan and coordinate New Teacher Orientation in collaboration with the Teacher Center to ensure comprehensive support for new educators.Support the probationary staff evaluation and tenure recommendation process.Promote a positive work environment by implementing employee engagement and recognition programs.Lead intra-departmental and district-wide initiatives focused on best practices in workforce planning, change management, performance management, leadership development, and employee relations.Deliver and support special projects and professional development initiatives as needed.Minimum QualificationsMinimum of five years of experience as a building principal or director; experience in human resources is a plus.Strong interpersonal, communication, planning, and organizational skills.Proven ability to work effectively in a collaborative team setting.New York State School District Administrator (SDA) or School District Leader (SDL) certification required.Competitive compensation and benefit package commensurate with experience.
