School District Clerk - Freeport Public SchoolsLocation: Freeport, New YorkReports To: Board of EducationEmployment Status: Full-TimeFLSA Status: Non-ExemptJob Summary:The School District Clerk serves as the official record keeper and administrative officer of the Board of Education, responsible for maintaining official records, minutes, and legal documents in compliance with New York State Education Law, the Commissioner’s Regulations, and district policies. The Clerk operates independently from the Superintendent and district administration, answering exclusively to the Board of Education to ensure compliance with legal requirements, election oversight, and official documentation.Essential Duties and Responsibilities:Board of Education Support & Meeting Administration1. Meeting Preparation & Documentation: Prepares, distributes, and posts notices and agendas for all Board of Education meetings, including regular, special, and executive sessions. Attends all board meetings and records accurate minutes, ensuring they are properly transcribed, approved, and archived in compliance with NYS Education Law. Maintains a record of all board resolutions, policies, and official actions.2. Legal Compliance & Record Management: Ensures compliance with the Open Meetings Law (OML), Education Law, and regarding board documents and public access. Certifies official documents, board resolutions, and legal notices as required. Maintains oath of office records for board members and district officers.School District Elections & Voter Registration3. Election Oversight: Serves as the official election officer for the annual school district election and budget vote. Prepares and posts legal notices of elections in accordance with NYS Education Law§2004. Oversees the voter registration process, ensuring compliance with Education Law§2014 (registration and qualifications of voters). Works with the Board of Elections to obtain voter rolls and coordinates with election inspectors and poll workers. Supervises the collection, validation, and filing of nominating petitions for board candidates.4. Ballot Management & Vote Tabulation: Ensures the secure distribution and collection of absentee ballots in accordance withEducation Law §2018-a. Oversees the proper handling, tabulation, and certification of election results. Maintains election records and resolves disputes related to election procedures.Public Communication & District Records Management5. Public Notices & Policy Compliance: Publishes legal notices and public hearing announcements as required by law.Maintains an up-to-date policy manual and ensures policies are readily accessible to the public and district personnel.6. District Record-Keeping & Confidentiality: Maintains official contracts, agreements, and legal records as required by Education Law §2116. Ensures the district’s records retention and disposition schedule follows the New York State Archives’ Records Retention Schedule (LGS-1).Additional Responsibilities:7. Acts as the official custodian of all Board of Education records, ensuring integrity and legal compliance.8. Ensures compliance with conflict-of-interest disclosures and ethics requirements under General Municipal Law.9. Performs additional duties as assigned by the Board of Education.Qualifications & Requirements:Education & Experience: Required: High school diploma or equivalent. Strong background in office administration, public sector operations, or records management. Experience in meeting administration and legal documentationPreferred: Associate’s or bachelor’s degree in public administration, education, law, legal studies or a related field. Prior experience as a school district clerk or municipal clerk.Skills & Competencies: Excellent written and verbal communication skills. Strong attention to detail, organization, and confidentiality. Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and electronic records management systems.Ability to work independently and meet legal deadlines. Knowledge of parliamentary procedure (Robert’s Rules of Order).Work Conditions & Schedule: Primarily office-based with evening meetings as required for Board of Education sessions.Heavy workload during election periods and budget preparation cycles.Must be available for special meetings, district elections, and legal filings as needed.Compensation & Benefits: $75,000 annually, commensurate with experience Benefits in accordance with district policy.Application Process:Interested candidates should submit:1.
