Number of Positions: 1Salary: $50,000 - $60,000Locations: LaCrosse Street, Hudson FallsWork Hours: TBDThe Procurement Manager provides oversight to professional, technical, and clerical staff engaged in procurement activities. This position serves as the principal public procurement official for the WSWHE BOCES. The individual ensures the procurement of all equipment, supplies, and professional services are in accordance with applicable federal, state and local laws, policies and procedures. This position works closely with the Accounting Department, IT Asset Manager, and other professional support staff to provide all stakeholders guidance, support, and sound contractual direction. The incumbent is expected to exercise considerable independent judgment and initiative in performing duties. The individual will also contribute to coordinating the planning, organization, and development of the procurement activities for the entire organization; including the development, execution, and awarding of contracts. Work is performed under the direct supervision of the Director of Purchasing and Asset Management. Supervision is not a requirement for this position. Does related work as required.Ensures compliance with all applicable laws, procurement policies and procedures by reviewing and monitoring procurements conducted by any designee, department, or official;Conducts employee training on the policies and procedures required in the performance of procurement duties;Assists divisional staff by providing technical guidance and direction;Contributes to the development and/or implementation of new policies and procedures related to procurement, including automating processes;Prepares reports which accurately represent the organizations purchasing activities and provide recommendations for new vendors and contracts;Collaborates with divisional staff to review their existing and anticipated requirements and provides technical assistance/advice;Prepares bid proposals and other written materials to be used in soliciting bids;Receives and evaluates proposals and bids;Awards or recommends the award of contracts to the legislative body;Participates in meetings/hearings with vendors/bidders relative to the bidding process and/or contract execution;Reviews and maintains purchasing records and files, including current bidder lists and contract renewal schedules;Considerable knowledge with Excel or Google software;Extensive knowledge in the application of management information systems and computerized purchasing systems;Ability to organize and analyze data, including purchasing, accounting, and supply chain management information;Ability to communicate with internal and extemal stakeholders clearly and concisely;Good problem-solving skills;Ability to provide creative solutions;Highly developed ability to create and maintain effective working relationships with associates, supervisors, vendors, and sales representatives;Knowledge ofNYS Office of General Services procurement laws, regulations, policies, and procedures relating to the operation of a large-scale public procurement agency;Knowledge of techniques and procedures essential to procurement through competitive bidding;Ability to relate and apply sound business practices to the procurement process;Excellent contract management and negotiation skills.Minimum Qualifications:Possession of a master's degree or higher in the field of Business Administration or related field and one (1) year of experience in a contract, procurement, or business management capacity; ORPossession of a bachelor's degree in the field of Business Administration or related field and three (3) years of experience in a contract, procurement, or business management capacity; ORPossession of an associate's degree in the field of Business Administration or related field and five (5) years of experience in a contract, procurement, or business management capacity;Diverse candidates are encouraged to apply.Note: Vacancies are filled by a certified list provided by Washington County Civil Service.
