Western Suffolk BOCES anticipates an opening for a Provisional Payroll Supervisor.**This position falls within the jurisdiction of the Suffolk County Department of Civil Service. When the Suffolk County Civil Service examination is held for this title, the provisional employee must take the examination, pass it and be reachable for appointment from the resultant eligible list in order to be retained. **DISTINGUISHING FEATURES OF THE CLASSAn employee in this class supervises and participates in the processing of payrolls and payroll deductions for a municipality or large Suffolk County department. The work involves the exercise of considerable judgment and initiative, and the incumbent is required to act as a liaison between the Payroll Unit and interrelated departments. The work is performed under the general supervision of an administrative supervisor and is reviewed through conferences, consultations and the submission of required reports. Does related work as required. TYPICAL WORK ACTIVITIESSupervision of and participation in all payroll activities, including payroll processing, supplemental payrolls and payroll deductions, including tax deductions, social security deductions and NYS Teachers and Employee Retirement system deductions.Interacts with administration and divisional directors to ensure that all payroll requirements are met in regard to collective bargaining agreements.Ensures accurate calculations of wages, docks, and garnishments.Prepares various financial reports including annual reports, W2’s, annual wage reports, monthly and quarterly retirement records.Communicates with outside agencies such as NYSTRS, NYSERS, NYSSS, IRS, NYS Tax Bureau and insurance companiesAudits accrued vacation and sick time for employees preparing for retirement. Confirms eligibility requirements as defined in collective bargaining agreements and processes final payments to retirees. Assists the Business Manager in directing and coordinating all work performed in the areas of payroll preparation and reporting employee absence recording and deduction control and reporting.Sets the parameters which calculate payroll and related data, such as wage deduction tables, fringe benefit rates, etc.Maintains liaison with and assists individual departments and contract agencies to explain details and related forms of computationMaintains detailed subsidiary records of payroll control tables and is responsible for the balancing of various reports within the control totals.Communicates directly with staff members as required to explain the details of payroll computations; first level of escalation for complex error resolutionSupervises the work of clerical staff who receive time sheets, absence reports, salary authorization forms and enter and balance this data to prepare biweekly payroll. Calculates fringe benefits deduction rates consistent with collective bargaining agreements and maintains benefits management platformCalculates information required by ACA and issues required 1095c forms annuallyAssists Business Manager in preparation of materials and analysis of data necessary for collective bargaining processOther duties as assigned consistent with this titleFULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICSComprehensive knowledge of the forms, procedures and terminology involved in processing payrolls and payroll deductions; good knowledge of effective supervisory techniques; good knowledge of the methods used in preparing statistical reports; good knowledge of recent trends, current developments and sources of information in the areas of Federal, State, FICA and City taxes, Social Security deductions and the prevailing vacation and sick time allowances; ability to make arithmetic computations rapidly and accurately; ability to plan, assign, coordinate and review the work of employees in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; good judgment; physical condition commensurate with the demands of the position. **MINIMUM QUALIFICATIONS** OPEN COMPETITIVE Either: a) Graduation from a college with federally authorized accreditation or registration by NY State with a Bachelor's Degree and one (1) year of payroll administration experience; or, b) Graduation from a standard senior high school or possession of a high school equivalency diploma and five (5) years of payroll administration experience; or, c) An equivalent combination of education and experience as defined by the limits of (a) and (b).NOTE: Payroll administration includes substantial experience in payroll auditing, wage garnishments, leaves of absence, payroll taxes, overtime calculations, retirement payouts, and interpretation of collective bargaining agreements. PROMOTIONAL: Two (2) years of permanent competitive status as a Chief Office Assistant, Administrative Assistant, Administrator I, Principal Account Clerk, or Secretarial Assistant.Salary range between $85,000-$115,000 depending on qualifications and experienceTo apply, please upload your resume and job specific cover letter.
