Assistant Superintendent for Human ResourcesThe Valley Central School District invites interested candidates to apply for the position of Assistant Superintendent for Human Resources. This is a Full Time, 12 month position. The AssistantSuperintendent provides supervision, leadership and direction for the Human Resources functions of the school district, under the direction of the Superintendent. This includes coordinating and managing the district’s employment, personnel records, employee evaluations and staff orientation.Qualifications: NYS School District Administrative Certification: SBL or SDL at time of hire. Five years of administrative experience which reflects increasing levels of responsibility: Principal, Director, or Central Office Administrator. Prior experience as a Central Office Administrator or supervising K-12 programs is preferred. Experience as a district or senior administrator for Human Resources Experience in coordinating the recruitment and hiring of certified and non-certified staff.Responsibilities:Organizes the initial orientation for all new employees, both certified and non-certified. Ensures compliance with NYS Education Law, Civil Service Law and Commissioner’s Regulations including certification and seniority. Supervises all legal aspects of employment, minimally including background checks, fingerprinting, etc. Align our hiring practices to our Strategic Plan and promote a culturally responsive, diverse workforce. Manages legal employment issues including disciplinary processes, grievances, arbitration, mediation, PERB matters, etc. Monitors staff budget allocations. Implements compliance training for staff. Reviews Board Policy and contributes to policy development as it relates to HR functions. Supports probationary staff evaluation/tenure recommendation process. Manages recruitment and interviewing selection processes for the hiring of all staff. Oversees labor negotiations Ensures the implementation of the Workplace Violence Prevention Program Promotes and fosters a healthy work environment; raises awareness of available programs May lead intra-departmental or organization-wide programs and professional development projects to develop employee best practices and propose new/modified policies and practices in the workforce planning, change management, employee recognition, employee relations/engagement, and performance management. May coordinate in Title VI, Title VII, and Title IX investigations.Prepares and submits all state and federal reports relating to personnel function of the district. Conduct investigations related to employee complaints. Coordinate discipline and grievance hearings and have a thorough understanding of the collective bargaining agreements to advise and assist Administrators on the appropriate discipline policies and procedures. Appear at hearing for : (Arbitrations, State Labor Board, Workman’s Compensation Unemployment) Responsible for processing requests for Leaves of Absence, Family Medical Leaves, and Sabbatical Leaves Supervises clerical personnel assigned to the Human Resources OfficePerforms other related duties and responsibilities as assigned by the Superintendent of Schools.Salary will be commensurate with experience.Applications to be submitted to OLAS.Application Deadline: April 5, 2024Start Date: June 1, 2024
