REPORTS TO: Superintendent of Schools QUALIFICATIONS: NYS SDA or SDL certification. Prior administrative experience is preferred. TERMS OF EMPLOYMENT: Twelve (12) months STARTING SALARY: Minimum $100,000 per year commensurate with experience. EVALUATION: Performance of the Director of Pupil Personnel Services will be evaluated annually by the Superintendent.ROLE: The Director of Pupil Personnel Services is responsible for special education programs along with monitoring and oversight of the budget and the following support services: speech therapy, occupational therapy, physical therapy, nursing, psychology, social work, special education (including teaching assistants, teacher aides, classroom aides, and clerical staff), supervision of Committees on Special Education, Committee on Preschool Special Education, and the school physicals. The Director of Pupil Personnel Services serves as Medicaid Compliance Officer and oversees services for English Language Learner (ELL) and migrant students. The Director of Pupil Personnel Services also serves as a specialist in Title I education (Title I Coordinator) for disadvantaged students. The Director of Pupil Services works cooperatively with building principals and out of district agencies/providers to provide opportunities that heighten achievement for all students consistent with the district’s mission, vision and core values. RESPONSIBILITIES:Supervises CSE /CPSE Chairperson, special education teachers K-12, social workers, speech language pathologists, occupational and physical therapists, school nurses, school psychologists, PPS Clerical, and Special Education paraprofessionals;Liaison to the BOCES programs, private schools, and special schools. Oversee and coordinate special education program development, budget design and implementation; Act as a student advocate to ensure the rights of all students are respected, and that all have equal access to the educational opportunities necessary to meet their needs and abilities; Act as District Chairperson and coordinate the work of the Committee on Special Education and prepare recommendations for the assignment of pupils for special services for the approval of the Superintendent and Board of Education;Act as District Chairperson and coordinates the Committee on Preschool Special Education;Assist in the recruitment and selection of special education staff, speech and language staff, school psychologists, special education paraprofessionals, and other related service providers, and work closely with principals in the evaluation of these staff members; Works collaboratively with the principals and district professional learning team to prepare and provide professional learning opportunities for teachers and paraprofessionals; Serves as the District Title I Coordinator: Serve as District specialist in Title I education for disadvantaged students; identify areas in which programs and materials are needed; plan for the development of needed programs and materials and organize teams to assist in curriculum development and writing;Organize and direct District staff, including teachers and principals, in planning, formulating objectives and evaluating curriculum related materials and programs for disadvantaged students; Provide leadership of resource support services to assist sites in implementation of Title I programs;Monitor implementation of the District’s Title I program and develop appropriate reports for state and federal agencies; Serve as District leader in assisting individual schools with program development, innovation and adaptations to meet site and pupil needs;Complete reports and grants as required by the NYS Education Department and Federal Government; Work cooperatively with school counseling and building teams; Observe and evaluate staff in accordance with the local collective bargaining and APPR agreement, New York State law and locally established procedures; Oversee preparation of the annual budget requests for special education and make recommendations to the Superintendent of Schools; Implement strategies to promote a cooperative spirit among the department; Prepare and supervise the creation of all related paperwork, reports, and records as required by law; Keeps the Superintendent and principals informed and advises, assists, and works cooperatively with principals and cabinet members in school-related matters;Prepare and update demographic and enrollment projections for special education; Ensure due process procedures in connection with Committee on Special Education and Committee on Preschool Special Education activities, Section 504, and pre-referral services;Work with general education staff in meeting the child study team responsibilities; Ensure the School District’s compliance with Public Health Law through work with school physicians and nurses; See to the provision of services to students eligible as English Language Learners (ELL); Ensures students are placed in appropriate Extended School Year (ESY) programming;Serves as the ESY administrator for on-site programming;Chairs and/or serves on district / school-wide committees, participates in district activities, and represents the district as warranted or as directed by the Superintendent;Maintains a high level of competence in the field of special education, remaining current in issues related to the areas of responsibility; Maintains a high level of personal integrity and a strong work ethic;Serves as the District Title IX Coordinator;Perform other duties and assume such other responsibilities as may be assigned by the Superintendent or as required by law, code, and regulations / School Board Policy.
