Reports To: Superintendent of Schools Job Objective: To provide student special education leadership and student support services to provide programming and opportunities that heighten achievement for all students consistent with the district’s mission, vision and core values. Responsibilities:Supervises CSE /CPSE Chairperson, special education teachers K-12, social workers, speech language pathologists, occupational and physical therapists, school nurses, school psychologists, PPS Clerical, and Special Education paraprofessionals;Liaison to the BOCES programs, private schools, and special schools. Oversee and coordinate special education program development, budget design and implementation; Act as a student advocate to ensure the rights of all students are respected, and that all have equal access to the educational opportunities necessary to meet their needs and abilities; Act as District Chairperson and coordinate the work of the Committee on Special Education and prepare recommendations for the assignment of pupils for special services for the approval of the Superintendent and Board of Education;Act as District Chairperson and coordinates the Committee on Preschool Special Education;Assist in the recruitment and selection of special education staff, speech and language staff, school psychologists, special education paraprofessionals, and other related service providers, and work closely with principals in the evaluation of these staff members; Works collaboratively with the principals and district professional learning team to prepare and provide professional learning opportunities for teachers and paraprofessionals; Complete reports and grants as required by the NYS Education Department and Federal Government; Work cooperatively with school counseling and building teams; Observe and evaluate staff in accordance with the local collective bargaining and APPR agreement, New York State law and locally established procedures; Oversee preparation of the annual budget requests for special education and make recommendations to the Superintendent of Schools; Implement strategies to promote a cooperative spirit among the department; Prepare and supervise the creation of all related paperwork, reports, and records as required by law; Keeps the Superintendent and principals informed and advises, assists, and works cooperatively with principals and cabinet members in school-related matters;Prepare and update demographic and enrollment projections for special education; Ensure due process procedures in connection with Committee on Special Education and Committee on Preschool Special Education activities, Section 504, and pre-referral services;Work with general education staff in meeting the child study team responsibilities; Ensure the School District’s compliance with Public Health Law through work with school physicians and nurses; See to the provision of services to students eligible as English Language Learners (ELL); Ensures students are placed in appropriate Extended School Year (ESY) programming;Serves as the ESY administrator for on-site programming;Chairs and/or serves on district / school-wide committees, participates in district activities, and represents the district as warranted or as directed by the Superintendent;Maintains a high level of competence in the field of special education, remaining current in issues related to the areas of responsibility; Maintains a high level of personal integrity and a strong work ethic;Serves as the District Title IX Coordinator;Perform other duties and assume such other responsibilities as may be assigned by the Superintendent or as required by law, code, and regulations / School Board Policy.Terms of Employment : 12-month position under the Managerial and Confidential Terms and Conditions of Employment.Starting Salary: Minimum $90,000 per year commensurate with experience.
