ONC BOCES is accepting applications for a Fiscal Manager for the Central Business Office.Qualified applicants will meet the following minimum qualifications: (A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Accounting, Business Administration, Economics, or related field including or supplemented by 18 semester credit hours in accounting and three (3) years of satisfactory full-time paid accounting or auditing experience which must have been in maintaining or auditing double entry books of a business, including the general ledger, or in maintaining governmental agency books involving appropriation accounting and the preparation of budget and financial reports one (1) of which was in a supervisory role; or(B) Graduation from a regionally accredited or New York State registered college or university with an Associated Degree in Accounting, Business Administration or related field including or supplemented by 18 semester credit hours in accounting and five (5) years of satisfactory full-time experience as described in (A) above.(C) An equivalent combination of the above training and experience indicated in (A) or (B) above.Salary: $70,000—$75,000Distinguishing Features of the Class: These duties involve responsibility for the performance of moderately complex professional accounting and related business administration tasks in development, examination, review or analysis activities related to fiscal management of funds and expenditures. The work is performed under administrative direction of a Department Director, Commissioner or School Business Executive in accordance with established accounting and auditing policies and procedures. The work entails responsibility for independently maintaining all accounts in proper balance and for furnishing periodic financial statements. Supervision exercised over the work of subordinate employees engaged in account keeping, financial administration activities, or other related areas as required. Typical Work Activities (Illustrative Only):Oversees administrative, fiscal and audit procedures to provide complete and accurate department records;Contacts various Federal, State and local agencies and officials regarding funding and fiscal affairs;Oversees, supervises and evaluates subordinate staff engaged in a variety of department operations;Conducts economic feasibility studies and advises administration regarding fiscal operations;Advises administration of current fiscal requirements and reporting;Oversees, reviews, negotiates and maintains department contracts; keeping and reconciling ledger and journal accounts;May formulate fiscal policies and procedures in compliance with State and Federal Laws and Regulations;Oversees and coordinates the payroll functions for staff, clients and/or vendors;Performs fiscal and program analyses to aid in effectiveness and efficiency;Implements and oversees accounting and financial transactions to insure compliance with Federal and State fiscal regulations;May audit program accounts to insure proper expenditure control of funds;Prepares a variety of fiscal and statistical records and reports, including Medicaid and Medicare cost reports;Participates in the preparation of the annual budget;Does related work as required.Full Performance Knowledge, Skills and Abilities: Good knowledge of modern general and governmental accounting, fiscal and auditing procedures and techniques including budgeting and appropriation practices; good knowledge of methods used in keeping financial accounts and records; good knowledge of current principles and practices of business administration; good knowledge of modern office terminology, practices and procedures; good knowledge of fiscal management; ability to prepare complete accurate financial and statistical reports and statements; ability to plan supervise and evaluate the work of others; ability to train employees in office methods and procedures; ability to meet deadlines and attention to details; ability to get along well with others; physical condition commensurate with the demands of the position.
