The Director of the Department of Business Services will be responsible for the planning, control and coordination of administrative and operational information for Nassau BOCES. This individual will supervise accounting, accounts payable, billing, payroll, risk management, cash management, budget, purchasing, transportation, BOCES reporting and the school lunch program. The Director will make certain that Nassau BOCES utilizes public funds effectively and with integrity and ensure that all fiscal system issues and support services are conducted in accordance with applicable laws and regulations. Work will be performed under the direction of the Assistant Superintendent for Business Services, having considerable independence. Responsibilities for this position include, but are not limited to:Administers the operations and activities of Business Services. Plans and implements business practices to make Nassau BOCES operations more effective and efficient. Collaborates with internal Nassau BOCES departments.Serves as a resource for and a liaison with key administrators in all Nassau BOCES departments; effectively provides financial and other operational information and services; provides leadership to support the vision, mission and values of Nassau BOCES.Directs, manages and supervises professional support staff in executing the functions and responsibilities assigned. Supervises and evaluates all personnel in the department.Determines the Agency’s informational needs. Works with other departments, including Human Resources, to prepare and/or analyze proposals and recommendations for changes in policy, improvements in business practices, organization, methods and procedures.Coordinates and assists all Nassau BOCES operations for the submission of appropriate Applications for Services (COSERS).Assists in the development and coordination of procedures and processes for the compilation and submission of the annual budgets of all Nassau BOCES departments.Assists in determining costs to component school districts for all Nassau BOCES operations.Assists in the development of the operating budget to reflect the Board's and District Superintendent's educational priorities. Assists in the monitoring of accounting/financial processes to ensure the financial statements accurately reflect the Agency’s financial position. Encourages and initiates increased utilization of available state-of-the-art technology, both software and hardware. Maintains continuous contact with other organizations to identify opportunities for improvement. Develops and administers all debt service management functions, bond payments, borrowing funds and payment distribution. Assists in the negotiation of contracts for the Agency, including financial analysis. Responds to inquiries from the Board, District Superintendent, senior administrative staff, other organizations and the media concerning financial and support activity issues. Supervises insurance policy register, coverage, claims, information for all property/casualty liability and compensation. Responsible for all business analytics required to monitor the financial position of the COSERS. Performs other duties and responsibilities as may be assigned by the Board, District Superintendent, Deputy Superintendent and Assistant Superintendent for Business Services.REQUIRED KNOWLEDGE, SKILLS AND ABILITIESBroad knowledge of the principles and practices of governmental business management as applied to the mission, activities and procedures of Nassau BOCES.Broad and comprehensive knowledge of sound business-like financial management systems.Broad knowledge and understanding of Nassau BOCES and its operations.Extensive knowledge and understanding of public school district finance.Skill in advancing and understanding of Nassau BOCES business operations to local districts, the public and other organizations as required.Ability to make timely, appropriate and accurate decisions regarding areas of concern: providing analyses, evaluations and judgments as needed.Ability to manage fiscal and physical resources and to direct the operations of a broad range of activities through subordinates to successfully execute the department’s responsibilities.Ability to supervise and evaluate personnel.Ability to participate in budget development and expenditure management; design, develop and direct the implementation of plans and programs.Ability to establish and maintain successful working relationships with all stakeholders.Ability to communicate Agency policies and programs to local districts, the general public, the media and government officials.Ability to communicate skillfully, prepare complex reports, make formal oral and written presentations, and participate fluently in meetings, etc.High proficiency in school district accounting, reporting and the use of Excel.Excellent human relations skills, data collection and report writing skills.Minimum Education, Training and experience RequirementsNew York State Education Department Certification: School Business Administration (SBA) or School District Business Leadership Certificate (SDBL)Valid New York State Drivers’ LicenseMaster’s degree in business, Finance or Accounting (CPA a plus).3-5 years’ experience in school district business administration required.Private sector experience in finance, accounting and relevant fields preferred.Any equivalent combination of education and experience that provides the above-noted knowledge, skill and ability.
