Position Summary: The Associate Superintendent for School Leadership, Strategy & Academic Performance serves as a senior executive leader responsible for the District's instructional, school leadership, improvement, and strategic performance functions. Reporting directly to the Superintendent, the Associate Superintendent provides executive leadership and oversight for Teaching & Learning, Strategy & Federal Programs, Pupil Personnel Services, Multilingual Education, School Transformation, and Guidance & Student Success. The Associate Superintendent leads districtwide efforts to strengthen school leadership, improve academic performance, execute strategic priorities, align resources, and build coherent systems of support for schools. The position works collaboratively with the Superintendent, Executive Cabinet, Board of Education, school leaders, and community partners to translate District priorities into measurable action and improved outcomes for students. Essential Functions: Provide executive leadership, direction, and oversight for assigned instructional offices, programs, schools, and senior leaders, including direct or indirect supervision of Directors and/or Assistant Superintendents leading Teaching & Learning, Strategy & Federal Programs, Pupil Personnel Services, Multilingual Education, School Transformation, and Guidance & Student Success. Supervise, support, develop, and evaluate assigned principals and administrators; strengthen leadership capacity through coaching, professional learning, succession planning, and differentiated support. Lead districtwide efforts to improve academic performance, instructional quality, school improvement, and student success, including differentiated support for schools requiring transformation or intensive improvement. Lead the implementation and monitoring of District strategic priorities and improvement plans, establishing measurable goals, performance indicators, accountability structures, and progress-monitoring systems. Strengthen organizational coherence by aligning instructional priorities, student supports, school improvement efforts, federal programs, resources, and departmental work around District goals. Use quantitative and qualitative data to monitor academic and organizational performance, evaluate implementation and impact, identify areas for improvement, and provide recommendations to the Superintendent and Executive Cabinet. Provide strategic oversight of federal programs and ensure federal, state, local, and external resources are effectively aligned with District and school improvement priorities. Support with grant and strategic resource development, including the identification and pursuit of competitive federal, state, foundation, philanthropic, and other external funding opportunities. Develop strategic partnerships with higher education institutions, government agencies, foundations, businesses, community organizations, and other partners to expand opportunities and resources for students and schools. Ensure District compliance with IDEA, Section 504, and applicable NYSED special education regulations within Pupil Personnel Services, and with NYSED Commissioner's Regulations Part 154 governing services to English Language Learners/Multilingual Learners within Multilingual Education. Monitor the effectiveness, sustainability, and return on investment of major initiatives, programs, and strategic investments. Serve as a member of the Superintendent's Executive Cabinet; advise the Superintendent on academic, strategic, organizational, and school-performance matters and provide updates and recommendations to the Board of Education as appropriate. Lead high-priority initiatives and special projects assigned by the Superintendent and promote innovation, continuous improvement, and responsible use of emerging technologies to improve teaching, leadership, and organizational effectiveness. Qualifications: New York State School District Leader (SDL) or School District Administrator (SDA) administrative certification required. Master's degree in educational leadership, curriculum and instruction, public administration, organizational leadership, or related field required; doctorate preferred. Ten or more years of successful administrative experience in school and central-office leadership. Proven track record leading instructional improvement, strategic planning, school improvement, and complex organizational initiatives. Demonstrated knowledge of, and experience leading, successful school turnaround efforts, with measurable evidence of accelerated improvement in chronically underperforming schools. Demonstrated experience using data to monitor performance and guide organizational decision-making. Experience with federal programs, grants, strategic partnerships, and resource development. Demonstrated experience working effectively with executive leaders, Boards of Education, principals, employees, families, community partners, and external agencies. Experience and success operating within a state or federally monitored or externally audited accountability framework (e.g., receivership, state receivership successor, corrective action plan, or comparable oversight structure) preferred. Required Knowledge, Skills & Abilities: Comprehensive knowledge of Pre-K–12 instructional systems, school improvement, leadership development, student support systems, and effective educational practices. Knowledge of strategic planning, organizational improvement, change management, and continuous-improvement methodologies. Knowledge of federal and state education programs, grant development, funding requirements, and strategic resource alignment. Working knowledge of special education (IDEA/Section 504) and English Language Learner (CR Part 154) compliance requirements. Ability to lead, supervise, develop, and evaluate principals and senior-level administrators. Ability to analyze complex academic, operational, fiscal, and organizational data and translate findings into actionable strategies. Ability to lead complex, cross-functional initiatives and establish systems for implementation, accountability, and performance monitoring. Ability to develop strategic partnerships and identify external resources that advance District priorities. Ability to communicate complex information effectively to the Superintendent, Board of Education, employees, families, community partners, and other stakeholders. Ability to exercise sound judgment, discretion, political acumen, and executive-level decision-making in a complex educational environment.
