Executive Director of Personnel Qualifications Master’s Degree in Human Resources, Educational Administration, Public Administration, Labor Relations, or a related field New York State School District Leader (SDL) or School District Administrator (SDA) certification preferred Minimum of five years of progressively responsible experience in human resources, personnel administration, labor relations, or educational leadership Demonstrated knowledge of New York State Education Law, Civil Service Law, labor relations, and employment practices Reports To: Assistant Superintendent for Personnel / Superintendent of Schools Position Description: To support the District’s human resources functions through the administration of personnel operations, labor relations, staffing, compliance, and employee services. The Executive Director of Personnel assists in developing and implementing human resource strategies that support the District’s mission and ensure compliance with applicable laws, regulations, collective bargaining agreements, and Board policies. Responsibilities Assist in the administration of all personnel functions for certificated and classified staff, including recruitment, hiring, onboarding, transfers, leaves, evaluations, tenure, and separations. Coordinate staffing processes and support recruitment initiatives to attract and retain a highly qualified and diverse workforce. Ensure compliance with federal and state employment laws, Board policies, Civil Service regulations, and collective bargaining agreements. Assist with labor relations activities, including contract administration, grievance processing, employee investigations, and disciplinary matters. Oversee employee certification, personnel records, employment verifications, and state reporting requirements. Coordinate personnel agenda items and resolutions for Board of Education meetings. Support employee benefits administration, retirement reporting, workers’ compensation, unemployment claims, and leave management. Develop and maintain personnel procedures, forms, and operational systems to improve efficiency and service delivery. Assist in the preparation and monitoring of the Personnel Office budget. Coordinate new employee orientation programs, professional development initiatives, student teacher placements, and volunteer programs. Supervise assigned personnel staff and provide leadership in daily Personnel Office operations. Collaborate with administrators, bargaining unit representatives, legal counsel, and external agencies on personnel matters. Attend Board of Education meetings, administrative meetings, and professional organization meetings as required. Prepare reports, analyses, and recommendations related to staffing, workforce planning, and personnel operations. Perform other duties as assigned by the Assistant Superintendent for Personnel or Superintendent of Schools.
