The Elmsford Union Free School District is seeking a highly qualified and committed administrator to serve as the Interim Director of Special Education and PPS. The District Located in the heart of Westchester County, about twenty miles north of New York City, the Elmsford Union Free School District serves the Village of Elmsford and portions of the Town of Greenburgh. Our close-knit community of approximately 9,300 residents includes about 1,111 students who attend our three schools and UPK program. Position Summary: The Interim Director of Special Education and Pupil Personnel Services (PPS) is responsible for the leadership, administration, and supervision of all special education programs, pupil personnel services, and related initiatives within the district. This role ensures compliance with federal and state regulations, including the McKinney-Vento Homeless Assistance Act, Title Grants, and mandates for English Language Learners (ELL). The Interim Director collaborates with stakeholders to provide equitable, high-quality educational opportunities for all students, including those with disabilities, ELLs, and students requiring counseling or other support services. This individual will be responsible for ensuring compliance with federal and state regulations, developing and implementing effective special education programs, and fostering collaborative relationships with staff, parents, and community stakeholders. The Interim Director will play a pivotal role in creating and maintaining an inclusive and supportive learning environment for all students. Responsibilities: Special Education Oversight: Develop, implement, and monitor special education programs to ensure compliance with the Individuals with Disabilities Education Act (IDEA) and New York State Education Department (NYSED) regulations. Supervise the development and implementation of Individualized Education Programs (IEPs) and ensure the provision of services in the least restrictive environment. Conduct instructional walkthroughs out-of-district programs. Provide professional development for staff on best practices in special education. Chair CSE and CPSE meetings. Pupil Personnel Services (PPS): Oversee school counseling, psychological services, social work, and health services to support student well-being and academic success. Collaborate with building administrators to address student attendance, truancy, and behavioral concerns. McKinney-Vento Coordination: Serve as the district liaison for homeless students, ensuring compliance with the McKinney-Vento Act. Facilitate access to educational services, transportation, and resources for students experiencing homelessness. Grants Management: Administer 611, Title I, II, III, and IV grants, ensuring alignment with district goals and compliance with federal and state guidelines. Prepare and submit grant applications, budgets, and reports. English Language Learners (ELL): Oversee programs and services for ELL students, ensuring compliance with NYSED regulations. Provide professional development for staff on effective instructional strategies for ELLs. School Counseling: Supervise the district’s school counseling program, ensuring alignment with the American School Counselor Association (ASCA) standards. Support counselors in delivering academic, career, and social-emotional guidance to students. Leadership and Collaboration: Serve as a member of the district’s leadership team, contributing to strategic planning and decision-making. Collaborate with families, community agencies, and other stakeholders to enhance student support services. Represent the district in meetings with NYSED and other regulatory bodies. Required Qualifications Shall qualify for the School District Administration (SDA) or School District Leadership (SDL) certification. Shall possess a minimum of three years of administrative experience.
