GENERAL STATEMENT OF DUTIES: Assists the Assistant Superintendent for Human Resources in the planning, administration, coordination and supervision of the human resources functions and programs of the White Plains School District; does related work as required. DISTINGUISHING FEATURES OF THE CLASS: Under the general supervision of the Assistant Superintendent for Human Resources, the incumbent is responsible for assisting in the management of the district’s human resources job functions and programs, including personnel operations, recruitment, staffing support, employee services, employee benefits administration, onboarding, records management, compliance monitoring, and related human resources activities. The work requires the exercise of sound judgment in personnel administration and in the interpretation and application of policies, procedures, collective bargaining agreements, and applicable laws and regulations, including relevant provisions of New York State Civil Service Law and Education Law. The incumbent serves as a resource to administrators, employees, applicants, and the public regarding human resources procedures and requirements. Supervision is exercised over Human Resources staff and assigned support staff. Does related work as required. EXAMPLES OF WORK: (Illustrative Only) Assists the Assistant Superintendent for Human Resources in the administration of district-wide human resources operations; Coordinates recruitment activities, including vacancy postings, applicant tracking, interview scheduling, onboarding and appointment processing; Maintains and monitors personnel records, employment files, staffing data, and other confidential human resources information; Prepares and processes personnel action for appointments, transfers, promotions, leaves, resignations, retirements, terminations, and other employment changes; Monitors probationary periods, tenure dates, certification status, seniority records, and other employment-related deadlines and requirements; Assists in ensuring compliance with applicable federal and state employment laws, Civil Service Law, Education Law, district policies and collective bargaining agreements; Maintains liaison with appropriate civil service authorities regarding classification, staffing, eligible lists, qualifications of personnel, and related personnel matters; Assists with employee leaves and absences, including family and medical leave, worker’s compensation, disability, and related matters, in coordination with appropriate offices; Assists in the administration of employee benefit programs; Works with payroll, the Business Office, and other district departments to ensure the accuracy of personnel and employment data; Prepares personnel agenda items, reports, correspondence, board resolutions, and related documents, for administrative and Board of Education review; Supports labor relations functions by gathering information, preparing documentation, and assisting with grievances, disciplinary matters, and contract administration; Interprets and explains human resources policies, procedures, and employment requirements to administrators, employees and applicants; Develops, recommends, and implements office procedures to improve workflow, service delivery, accuracy, and compliance; Supervises, trains, assigns, and reviews the work of the Human Resources office staff and assigned support staff; Evaluates office operations and recommends improvements in systems, practices, and customer service; Assists in preparing statistical and narrative reports related to staffing, vacancies, attendance, recruitment, compliance, and other personnel matters; Assists in coordinating employee orientation, onboarding, and related staff development, activities; Maintains confidentiality of sensitive personnel matters and records; Uses computer applications and automated systems in performing work assignments. REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES: Thorough knowledge of the principles and practices of human resources administration; thorough knowledge of office management and staff supervision; good knowledge of personnel record keeping and confidential records management; good knowledge of recruitment, staffing, onboarding, and employee service processes; good knowledge of public-sector human resources practices; good knowledge of applicable federal and state employment laws and regulations; good knowledge of New York State school district personnel procedures; good knowledge of collective bargaining agreement administration and labor relation support; knowledge of New York State Civil Service Law and relevant provisions of Education Law; ability to plan, organize, and direct human resources support operations; ability to supervise and evaluate staff effectively; ability to interpret laws, rules, policies, contracts, and procedures; ability to prepare clear and accurate reports, correspondence, and personal documents; ability to maintain complex and confidential records with a high degree of accuracy; ability to establish and maintain effective working relationships with administrators, employees, unions, applicants, and the public; ability to communicate effectively both orally and in writing; ability to analyze administrative problems and recommend practical solutions; ability to become readily familiar with the organization, rules, regulations, and policies affecting a large school district; skill in the use of modern office technology, data systems, and human resources information systems; integrity; tact; discretion; initiative; dependability; and good organizational ability. MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: Bachelor’s Degree and either: A) A Master’s Degree from a regionally accredited or New York State registered college or university in Human Resources Administration, Personnel Administration, Public Administration, Business Administration, Labor Relations, Educational Administration, or a closely related field, and five (5) years of progressively responsible professional experience in human resources administration, personnel administration, or public administration, two (2) years of which included the supervision of support staff; B) A Bachelor’s Degree from a regionally accredited or New York State registered college or university and seven (7) years of progressively responsible professional experience in human resources administration, personnel administration or public administration, two (2) years of which included the supervision of support staff; C) Satisfactory equivalent combination of the foregoing experience, within the limits of A) and B) above.
