The White Plains City School District has an anticipated opening for the position titled, Chief Information Officer effective on or before January 2024. Salary will be commensurate with experience. The incumbent for this position directs and manages the White Plains City School District’s Department of Information Technology and does related work as required.Salary will be commensurate with experience.Qualifications: May be required to possess New York State School District Administrator or School District Leader certification; OrSeven (7) years of recent, administrative level information systems management experience providing technical support to a large organizational structure in a wide or local area network environment and/or consulting at a senior level to a large organizational structure in a wide or local area network environment, three of which must have been at a supervisory level; or Satisfactory completion of 30 credits toward a Master’s* degree in business or public administration, computer science, information systems or other closely related field may be substituted for each year of the above stated experience.Overview: Under the general direction of the Superintendent of Schools and/or designee, the incumbent of this class plans, directs, coordinates and supervises the Department of Information Technology for the School District to provide the most efficient, effective and useful application of automated communication and information technology to accomplish the management objectives of the School District and serve the students and staff of White Plains City School District. This involves long range planning and the development of School District IT policies and strategies, as a member of the IT Policy Committee; setting priorities for systems development; reviewing the acquisition (or leasing) and maintenance of hardware, software, and peripheral equipment; providing educational and technical support services for the technology and networks used by the School District; and coordinating the most effective and economical application of technology and staffing resources to achieve the School District’s objectives. Responsibility also involves maintaining the security of data and files. The Chief Information Officer is also responsible for maintaining and transmitting State-required data to Student Information Recovery Repository System (SIRS) and other New York State Education Department collection applications. The Chief Information Officer appoints, directs, and if necessary, recommends the non-renewal of staff members.Desirable Knowledge, Skills, Abilities and Attributes: Thorough knowledge of state of the art information and communication technology and concepts, including enterprise wide networking, distributed systems, relational and other database technology, open systems, local/wide/metropolitan area networking, personal computing applications, personal and mobile technology, and telecommunications; thorough knowledge of organizational management and organizational change, public and business administration, and budgeting. Thorough knowledge of sound financial and business practices as it relates to equipment; ability to plan, organize and supervise the work of a highly technical staff to meet organize and supervise the work of a highly technical staff to meet organization-wide and departmental user needs for a wide variety of information and telecommunication needs; strong leadership to be able to work effectively with executive, management, administrative and technical staff; ability to present ideas clearly and concisely, both orally and in writing; sound judgment; innovative; flexible; resourceful; initiative; tact; ability to perform in a reasonable manner the essential functions of the position. General Duties and ResponsibilitiesDirects the IT Policy Committee, in the development and administration of long-range plans,policies, capital projects and budgeting for the School District, projecting and prioritizing information systems and service requirements within the context of School District’s goals.Directs and coordinates development and management of new automated information and communication systems and technology, as well as enhancements to existing automated systems in the School District.Oversees the district’s technology infrastructure and associated equipment and systems, including but not limited to: Local Area Networks (LAN), Wide Area Networks (WAN), Wi-Fi, VOIP, Security Cameras, network switches, computers, laptops, iPad’s, printers, interactive TVs, etc.Oversees the district’s administrative systems, information systems, cybersecurity systems and related software, including but not limited to; student information systems, learning management systems, assessment systems, security systems, data integrations, data analysis, Office 365, Adobe, Zoom, Finalsite, JAMF, Windows OS, Mas OS, iOS, etc.Coordinates accurate reporting of student, staff and other data to the State-required Student Information Recovery Repository System (SIRS) and other data by:Working with district personnel to collect, maintain, and extract data into the BOCES and NYSED data warehouse systems.Administration of district’s student management systems, learning management systems and instructional data analysis systems.Develops process and procedures with various other departments for the accurate reporting of required data information, such as the HR, APPR, Special Education, ELL, PreK, BEDS, Graduation and Assessment data.Ensuring data is flowing through the proper channels of the BOCES and NYSED Datawarehouse levels.10. Coordinates federal data reporting requirements for instructional data, such as the civil rights data collection.11. Assists the School District’s testing coordinator and Regents Testing Coordinator with:12. Helping resolve errors or data issues preventing the LHRIC from processing answer sheets.13. Supporting Regents Scanning Service (Sorting layout files, data, software, scanner, reports).14. Assist the school buildings with the planning testing windows, logistics, tech support of Computer Based Testing.
