Assists in the preparation of specifications for bids and requests for proposals for all departments. Must be eligible to sit for the Purchasing Assistant Civil Service Exam. Training and Experience: Possession of a high school or equivalency diploma and either:(A) Satisfactory completing of a minimum of 60 credits at a recognized college or university and three (3) years of work experience in purchasing; or(B) Satisfactory completion of a minimum of 60 credits at a recognized college or university and four (4) years of office experience, including two (2) years which involved purchasing activities. Assists in the preparation of specifications for bids and requests for proposals for all departments;Insures that all legal requirements for the bidding process are met, such as preparing legal notices which must appear in the newspaper, and sending notices of public bid to appropriate vendors;Solicits and reviews bids to determine lowest bidder in accordance with State law;Reviews recommendations for award of bids and secures appropriate approvals; Reviews purchase orders for completeness, adherence to State laws and WPCSD policies; Reviews purchasing policies and makes recommendations for changes in accordance with governmental mandates and organizational needs;Attends bid openings in the absence of the Purchasing AgentPerforms general clerical work as needed, such as screening incoming mail for Purchasing Office; preparing correspondence for routine inquiries; answering telephones; making appointments and scheduling meetings;Uses computer applications such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.Receives and answers inquiries both in person and by telephone relating to all purchasing matters;REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES: Thorough knowledge of the principles, practices and mechanics of purchasing; good knowledge of the laws relating to public purchasing; ability to maintain detailed records; ability to establish satisfactory working relationships with others; ability to understand and follow technical oral and written directions; integrity; initiative; resourcefulness; good judgment; tact and courtesy; physical condition commensurate with the demands of the position, including regulations of NYS Department of Education; good knowledge of business math and English grammar; ability to prepare reports using computer applications such as specialized routing software databases, spreadsheets, word processing, calendar, e-mail, communication alert systems, etc.; ability to work effectively and respond appropriately with, staff, community agencies, and the public; ability to understand and carry out complex oral and written directions; ability to communicate clearly in the English language, both orally and in writing; ability to establish effective working relations with others; clerical aptitude; initiative; good judgment; reliability; dependability; ability to perform in a reasonable matter the essential function of the position.
