PERSONNEL BULLETIN FOR THE 2023-2024 SCHOOL YEAR: Director of K-12 ENL, Bilingual, and Funded Programs Position Description: The Director of ENL and Funded Programs ensures that curricula in core subject areas meet or exceed the NYSED Standards that ELL students are adequately prepared for the expectations of all required assessments at all grade levels. The Director will provide professional development to ELL and Bilingual Program faculty related to program development, instructional design and language acquisition, as well as ensuring that all funded programs are aligned to the district’s initiatives and strategic plan. The director will challenge practitioners, students and families with high standards, high expectations, to ensure preparation for college and careers in a multilingual/multicultural global society and perform any other duties assigned by the Assistant Superintendent, Curriculum & Instruction (Elementary and Secondary). Responsibilities include, but are not limited to: Develop and monitor budgets related to Title Grants and related federal/state funding.Supervise the distribution of funds as stipulated in funded programs and other funding sources.Collaborate with Directors and Principals on the needs of schools/programs for funding support.Monitor materials, supplies and equipment distributed to schools.Develop annually program narratives, monitor funding and submit all necessary reports for funding.Monitor all staff funded through Title Grants under assigned programs.Ensure compliance with NYSED regulations under CR Part 154 regarding the implementation of ENL and Transitional Bilingual Programs and maintaining accurate for student reporting/data.Coordinate ENL and bilingual programs with districtwide efforts in Literacy and Numeracy.Supervise and monitor federal, state and local testing of ELLs.Provide opportunities for teachers to attend workshops, institutes, and in district grade planning meetings.Supervise, evaluate all ENL teachers and support staff.Update faculty on NYS Commissioners Regulations, New York State Standards, Best Practices, Curriculum & Instruction.Plan, coordinate, and present parent workshops, per regulations.Support and attend community activities.Disseminate information related to all teachers, as appropriate.Supervise teachers, related staff and support staff.Collaborate with administrators on conducting observations and evaluations on non-tenured staff and observations and evaluations, as per contract, and end of year evaluations.Assist in the interview, selection and assignment for all schools, as appropriate.Serve as a resource to building principals in the day to day operations of instructional programs, as appropriate, and the day to day operations of funded programs.Develop and implement long-term and short-term range planning.Generate reports that are in compliance with the NYSED Regulations, as required.Collaborate with staff, families, community organizations, F.A.C.E. liaisons, to coordinate family engagement outreach. Requirements for the Position:Current and valid New York State District Leader Certification and/or New York State School District Administrator Certification.Master’s Degree required; Doctorate preferred.At-least five years of successful teaching experience required.Experience leading K-12 ENL and bilingual programs preferred.Demonstrated leadership and management abilities, along with excellent communication/public relations skills, ability to articulate a vision of best practice for instructional groups, understanding of systems management, experience with applied technology in an educational setting, and the demonstrated leadership ability to work with diverse groups.Experience in the management of federal programs and grants.
