The Valley Central is a school district of almost 4,200 students and approximately 1,000 full- and part-time staff situated primarily in the Town of Montgomery, New York, with its three villages of Maybrook, Montgomery, and Walden. Students also come from the adjacent areas of the towns of Newburgh, Crawford, Wallkill, Hamptonburgh, and New Windsor. ASSISTANT SUPERINTENDENT FOR HUMAN RESOURCES Leadership and Supervision Provides strategic leadership and oversight for all district Human Resources functions, ensuring alignment with district goals and Board of Education priorities. Leads recruitment, hiring, onboarding, evaluation, retention, and development of instructional, administrative, and support staff. Assists the Superintendent in determining district staffing needs and implementing long-range personnel planning. Provides leadership and supervision for Human Resources staff and assigned district personnel. Supports implementation of Board of Education goals related to attracting, developing, and retaining high-quality employees. Serves as the Superintendent's designee for personnel matters, Superintendent's Hearings, district investigations, and parent concerns, as assigned. Human Resources Administration Oversees all personnel functions, including recruitment, selection, assignment, transfer, promotion, discipline, and separation of employees. Recommends the appointment of instructional, non-instructional, administrative, and support personnel to the Superintendent. Coordinates district-wide substitute teacher and substitute support staff programs. Maintains personnel records, certification information, evaluations, salary records, leave accruals, and employment documentation. Ensures all employees maintain required certifications and qualifications. Coordinates new employee orientation, teacher induction support, mentoring and non-instructional staff development. Oversees employee postings, candidate recruitment, hiring processes, and seniority records. Reviews graduate coursework and recommends salary adjustments in collaboration with the Business Office and Curriculum and Instruction. Maintains employee evaluation records in accordance with District procedures and the Annual Professional Performance Review (APPR) Plan. Tracks professional learning hours for certificate holders. Student Services and District Operations Provides leadership for athletics programming, district student support programs, including Special Education, psychological services, nursing, attendance, and student assistance programs. Supervises Special Education administrators and oversees district tutoring and home instruction programs. Collaborates with administrators to support equitable access to programs and services for all students. Safety, Compliance, and Labor Relations Serves as the District Sexual Harassment Officer, Compliance Officer, and Section 504 Compliance Officer. Coordinates the District Emergency Management Plan, Building Safety Plans, and compliance with SAVE legislation. Oversees district compliance with Board policy and applicable federal and state laws, including FLSA, FMLA, ADA, Section 504, Title VII, ADEA, and IDEA. Coordinates applicable grants related to school safety and student services. Represents district administration during negotiations with bargaining units under the direction of the Superintendent. Oversees grievance procedures and serves as a hearing officer, as appropriate. Serves as liaison with outside agencies and organizations regarding personnel matters. Assists with required state and federal reporting related to district personnel and Human Resources operations. Community and Stakeholder Engagement Collaborates with principals, district administrators, legal counsel, and department leaders on personnel actions, employee evaluations, and improvement plans. Builds positive relationships with staff, families, community agencies, and external partners. Promotes a positive organizational culture that supports employee engagement, professional growth, and continuous improvement. Additional Duties Utilizes current technology to support efficient Human Resources operations. Oversees the placement of student teachers. Performs other related duties as assigned by the Superintendent of Schools. Knowledge, Skills, and Abilities Strong leadership, organizational, and interpersonal skills. Comprehensive knowledge of Human Resources administration, employment practices, and personnel management. Knowledge of New York State Education Law, Civil Service regulations, collective bargaining, and applicable federal employment laws. Ability to interpret policies, regulations, and negotiated agreements. Strong analytical, problem-solving, and decision-making skills. Excellent written, verbal, and interpersonal communication skills. Ability to manage multiple priorities while maintaining confidentiality and professionalism. Ability to collaborate effectively with students, families, staff, legal counsel, and community stakeholders. QUALIFICATIONS: Valid New York State School District Administrator (SDA) certification at the time of appointment. Master's degree in School Administration or a related field. Minimum of five years of progressively responsible administrative experience, including at least three years as a building principal preferred. Preferred Qualifications Experience as a district-level or senior administrator in Human Resources, Special Education, and/or Pupil Personnel Services. Experience administering K-12 educational programs.
