The Tully Central School District is seeking a highly qualified, strategic, and collaborative leader to serve as the School Business Official. Reporting directly to the Superintendent of Schools, the School Business Official oversees all financial and non-instructional business operations of the district. The successful candidate will ensure long-term fiscal stability, strict legal compliance, and the strategic allocation of resources to support the district’s educational mission and community expectations. Key Responsibilities: District-wide Financial Leadership Lead and coordinate all District financial planning and long-range fiscal strategy. Lead the development, administration, and monitoring of the annual district budget ensuring strict alignment with the NYS Property Tax Cap regulations. Allocate resources aligned to the District’s mission, vision, and strategic goals. Oversee all accounting operations, including payroll, purchasing, accounts payable, accounts receivable, and cash management. Direct the District’s cash management program and oversee investment practices. Prepare comprehensive financial reports, revenue projections, and budget status updates for the Superintendent and the Board of Education. Budget Development and Oversight Lead the preparation, presentation, and administration of the annual District Budget. Direct the budget control function, ensuring accurate financial forecasting and monitoring. Direct accounting, billing, and collection control procedures. Provide the Superintendent and Board with clear, timely guidance on financial trends, risks, and opportunities. State Reporting and Compliance Accurately prepare and submit all required New York State Education Department (NYSED) financial reports, Transparency Reports, and State Aid forms. Oversee the internal and external audit, respond to audit findings, and coordinate corrective action plans. Monitor, project, and maximize State Aid allocations, federal grants, and community grants. Ensure absolute compliance with NYS General Municipal Law, Local Finance Law, and Board of Education policies. Facilitate the Audit and Finance Advisory Committee. Operations and Facilities Partnership Lead and manage capital project financing, funding structures, and capital reserve funds. Work in close collaboration with District Safety and Facilities personnel, architects, and construction managers. Partner closely with District Safety and Facilities personnel regarding facilities management, building security upgrades, building conditions surveys, and environmental health/safety compliance. Provide advice on debt service programs and capital improvement funding options. Provide administrative oversight and leadership to auxiliary non-instructional departments, including Facilities, Transportation, Food Services, and Technology. Serve as the District Purchasing Agent, overseeing competitive bidding processes (RFPs/RFBs), contract management, and efficient use of BOCES shared services. Health Plan Oversight, Insurance, and Risk Management Provide financial oversight of the District’s health care and pharmacy plans. Oversee insurance claims process, risk management programs, and worker’s compensation claims. Maintain strong internal controls to safeguard District assets and ensure full compliance with regulations. Operational Leadership and Department Oversight Supervise, mentor, and evaluate business office staff (Treasurer, Accounts Payable Coordinator, Payroll and Benefits Coordinator) and provide oversight for operational department heads in accordance with District needs. Serves as a member of the District negotiating team by providing accurate cost projections and financial data analysis. Direct, coordinate, and evaluate the planning and delivery of business services across the District. Governance, Policy, and Community Engagement Prepare agenda items of routine and priority nature for the Board of Education related to Finance and Business Services. Interpret financial matters for the community and maintain effective stakeholder relationships. Interface effectively with school administrators, attorneys, state agencies, the IRS, union representatives, and auditors. Stay current with changing laws, regulations, and best practices in school finance. Provide information to the Superintendent and the Board regarding the financial status of the District as requested. Collaborate with the Superintendent and other District administration. Perform other tasks and responsibilities as assigned by the Superintendent of Schools. Qualifications & Requirements Certifications (One of the following is required): Valid NYSED Certification(s) as a School District Business Leader (SDBL), School District Leader (SDL), School Business Administrator (SBA). Education & Experience Master’s degree in Educational Leadership, Accounting, Business Administration, Public Administration, or a closely related field preferred. Prior leadership and supervisory experience preferred. Deep working knowledge of NYS Education Law, NYS funding mechanisms, and municipal school accounting software (e.g., nVision, WinCap). Strong communication and interpersonal skills, with a proven ability to present complex financial data clearly. Salary & Benefits Salary Range: $125,000 - $145,000 commensurate with experience and qualifications.
