POSITION TITLE: Director of Special Education CLASSIFICATION: Administrative – 12 months Other terms and conditions in the agreement between the Superintendent of Schools and the Administrative Union. IMMEDIATELY RESPONSIBLE TO:Superintendent of Schools CERTIFICATIONNYS School District Administrator (minimal) QUALIFICATIONS: Full time experience as an Administrator or Supervisor of Special Education (minimum 3 yrs. Administrative experience.) Experience as a member or chairperson of a Committee of Special Education. Outstanding communication, problem solving, human relations skills, and decision-making.Such alternatives to the above as deemed appropriate by the Superintendent of Schools and the Board of Education. GENERAL DESCRIPTION: To provide leadership for the District-wide Special Education Program and Pupil Support Services for atypical students who are residents of the School District. SPECIFIC RESPONSIBILITIES: With Principals and Assistant Superintendent for Instruction & Curriculum, developing, supervising, maintaining & evaluating appropriate special education programs to meet the needs of the students who have disabilities who are residents of the District. Supervising & evaluating CSE/CPSE Chairs and special education office staff. Serving as CSE/CPSE Chair whenever necessary. Monitoring & assuring the CSE/CPSE process for students with disabilities to make sure that the School District is in conformance with established regulations and laws. With Principals, supervising & observing non-tenured special education teachers, psychologist, therapists (ST, OT, PT) and social workers. Mediating disagreements with parents when possible. Acting as district representative in Impartial Hearings when necessary. Assuring that all classified students have complete and appropriate IEPs and are placed in appropriate programs and receiving services recommended by CSE. Assuring that the Superintendent and BOE are appropriately notified of actions by the CSE/CPSE Responsibility for ensuring the confidentiality of all student CSE files. With Principals & Assistant Superintendent identifying and developing in-service opportunities for both professional and non-professional staff members in order to improve the quality of services for students with disabilities. Acting as the District contact person for the State Education Department Regional Associate. Representing the School District at all BOCES and area meetings that deal with Special Education and Compensatory Programs. Assisting in developing & supervising the administration of the local school budget and the BOCES budget in those areas that relate to Special Education and Compensatory Education. Assuring that mandated services are provided to District & Non-district students enrolled in non-public schools located within the district's boundaries. Responsibility for the preparation and implementation of State & Federal grants. Making recommendations regarding the employment of special and support staff. Approving all supplies, materials and equipment to be purchased for special education programs and specific items for individual students with disabilities. Assisting in the selection, hiring and placement of special education staff K-12, including teachers, psychologists, social workers and therapists. Providing leadership in the development, implementation and monitoring of IEPs. 21. Overseeing all CSE placement recommendations/related services including within district self-contained, resource room, consultant teachers and BOCE special education placements and private placements of classified students. Assisting in the implementation of special transportation for all SWD in the special education programs, including BOCES and private placement students. Assumes all other duties and responsibilities assigned by the Superintendent of Schools. EVALUATION: The Evaluation of the person filling this position is conducted by the Superintendent of Schools and is based upon observations, conferences and reports received from Administrators of each school served.
