The Rome City School District is actively recruiting for an individual to become its next Director of People Operations. Selected individual shall possess NYS Certification as a School Administrator or hold an appropriate exempt Civil Service Title. Director of People Operations 12 Month Position Reports to: Superintendent of Schools Supervisory Roles and Responsibility: Administrative overview of all District human resource functions.Development, implementation, and evaluation of procedures and practices related to recruitment, hiring, and retention of all staff.Implementation of the District’s policies related to affirmative action.Serve as the District Title IX compliance officer.Serves as DASA Coordinator for the DistrictComplete evaluation of staff, with the assistance of building administrators, as necessary. Essential Duties and Responsibilities: Provides advice and counsel to the Superintendent on labor/management related matters, reviews materials on behalf of the school district and may make recommendations related to contract grievancesProvides management and supervisory personnel, as well as employees, with current and reliable information on concepts/methods related to the promotion of harmonious working relationships between the school district and its employees.Analyzes precedents and existing employment, wage, and salary practices in order to aid in the development of future collective bargaining agreements.Develops and maintains reference files including negotiated contracts, PERB and court decisions, mediations, and employee discipline files.Maintains communications with officers of employee organizations representing District employees to insure the smooth flow of information and positive relationships.Insures that there is compliance with rules under terms of the negotiated agreements by employees.Assumes responsibility for compiling, maintaining and filing reports, records and other required documents related to human resources.Provides leadership in establishing new programs and developing improved understanding of existing programs. Maintains enrollment figures for the District.Maintains attendance figures (students and staff) for the District.Conducts all student disciplinary hearings pursuant to section 3214 of the Education Law, including reporting and maintenance of records.Reviews IHIPs and all reports for home schooling families/students.Remains current on regulation part 100.10.Attends Board of Education meetings and committee meetings as determined by the Superintendent of Schools.Other duties as assigned. Qualifications: The Director of People Operations will possess New York State Administrative Certification and meet all State RequirementsThe Director of People Operations shall have at least five (5) years of successful administrative or supervisory experience in public schools.The Director of People Operations should have a broad general knowledge of employee contracts, mediation and arbitration practices, New York State Education Law, New York State Taylor Law, local and State Civil Service Laws, Rules, and Regulations.The Director of People Operations should be able to perform research in the area of employee benefits, read and interpret labor agreements, create and maintain a harmonious relationship between employee groups and employers, and formulate equitable solutions to employee relations problems and disputes.
