RED CREEK CENTRAL SCHOOL DISTRICTPO BOX 190, CHURCH STREETRED CREEK, NEW YORK 13143March 11, 2024JOB DESCRIPTION POSITION: District Treasurer EFFECTIVE: April 29, 2024 (Exempt and Confidential Position) HOURS: Eight Hours Per DayLOCATION: District Office Full Time (12 Months) 2088 Hours AnnuallySALARY: $60,000 - $65,000 per experienceSTATEMENT:The position reports directly to the Board of Education with daily supervision provided by the School Business Administrator, is exempt from the Civil Service Employees Contractual Agreement and Law, and is appointed each year by the Board of Education. Article 43, Section 2122 of the New York State Education Law reads “the treasurer of a school district shall be the chief accounting officer and the custodian of all moneys belonging to the district from whatever source derived, …” and the treasurer shall when required to do so “report to them (trustees) a detailed statement of the moneys received and disbursed…”JOB DESCRIPTION:Maintains responsibility as custodian of all monies belonging to the school district.Deposits, records and prepares deposits daily, all monies received, in banks designated by Board of Education and documents and records transfers between these funds as needed.Disperses monies only upon receipt of a signed warrant, duly certified payroll, or debt schedule.Prepares a monthly treasurer’s report.Draws and signs checks payable to employees for compensation of services.Prepares invoices, district billings; maintains accounts receivable.Secures information from all foster care facilities and families and sends letters of responsibility to district for each foster care student.Assists the Business Administrator and Superintendent of Schools in the preparation and accumulation of data for budget development and negotiations.Develops and submits monthly, quarterly, and annual financial reports as required by Local, State and Federal jurisdiction including but not limited to NYS sales tax, withholdings, retirement systems, etc.Supervises the operation of the business office including liaison with the BOCES, unemployment program, health insurance program, civil service personnel records, employee retirement, and investments.Maintains and manages district benefit programs and offerings.Maintains, reviews and verifies complex account keeping records for accuracy, completeness and extension.Prepares routine and periodic reports of information taken from journal entries, reports and other entry media. Verifies revenues, expenditures, and encumbrances to develop accurate fund balance projections.Compiles data for, and prepares statistical information and records, such as Cash Flow Charts and records of investments and borrowing, for complex financial analyses.Verifies salary computations for new employees, extra activities, course work, leave of absence, special salary adjustments, and retroactive employee contractual agreements.Invest idle funds to maximize interest revenue in accordance with comptroller’s regulations and school law.Reconciles and audits tax collections and deposits.Prepares a monthly report for Business Administrator and Superintendent of Schools of year-to-date expenditures, revenues, and projections to year end.Prepares financial reports for Federal/State/Local Grants including FS-10F and FS-25.Monitor Grant expenditures and notify appropriate Administrator to ensure the district maximizes the use of Grant funds.Carries out any other assigned duties and/or responsibilities, which may be deemed appropriate by the Superintendent of Schools and the Board of Education. QUALIFICATIONS:Candidate must be a high school graduate, possess a Bachelor’s Degree in accounting, financial management, economics or business science, and have three (3) full years of formal training or experience leading to an understanding of financial accounts, money management, record keeping, office practice, and computer operation. (A variety or combination of experience, education, and training may be considered as acceptable for the position.)Candidate must have a good knowledge of keeping and checking financial accounts and records including double entry bookkeeping, fund accounting; good knowledge of the laws, regulations, procedures and policies that affect School District finances.In-depth knowledge of payroll and accounts payable procedures and controls.Ability to prepare and present oral and written reports.Honest, trustworthy, thorough, good accounting judgment and the ability to work independently.Ability to use good business English, write legibly, and understand and carry out oral and written instructions.Candidate must have the ability to get along well with others, possess excellent organizational skills and good judgement, show initiative, resourcefulness, tact, courtesy, and a neat appearance.APPLICATION PROCEDURE: a.
