DescriptionThe School Business Official is to account for and record the business affairs of the District in such a way as to provide the best possible educational service with the financial resources available. The School Business Official will keep the necessary records to facilitate sound fiscal management of the School District and advise the Superintendent of Schools and the Board of Education on business affairs. The Business Official will be responsible for: Food Service Director, Transportation Director, Purchasing, Director of Facilities, the Instructional Technology department, and Capital Improvements, and will oversee payroll, accounts payable and receivable, tax collection, and state and federal reporting functions of staff. Leadership ResponsibilitiesThe School Business Official understands and demonstrates the ability to:Identify techniques for motivating others, delegating authority, decision-making, information processing, planning and allocating resourcesExamine methods of assigning personnel and resources to accomplish specific goals and objectives and to utilize scheduling techniques for the coordination of tasks to maximize personnel and resource utilizationDevelop skills in identifying problems, securing relevant information, and recognizing possible causes of conflict by using thorough questioning techniques, fact-finding and retention of relevant dataDelegate and assign responsibilities to subordinates; collect, analyze, and evaluate information to generate contingency plans; and apply basic concepts of organizational developmentEstablish and maintain a system of budget controlEstablish and maintain a system of internal controls to safeguard district assetsCoordinate the audit function across all components of district operationsMaintain the strictest confidence concerning personnel, students, and operational concerns of the DistrictPlanning ResponsibilitiesThe School Business Official understand and demonstrates the ability to:Prepare a budget calendar to meet the time constraints of budget preparationApply the legal requirements for budget adoptionRecognize and forecast the major sources of revenue available to public schools from local, state, and federal levels of governmentForecast the necessary factors affecting all aspects of expenses to provide a financial framework for the strategic planning processDevelop asset schedules for cyclic replacements in support of operationsMaximize state and federal aids for the DistrictExplore alternative and innovative revenue sourcesFiscal Management ResponsibilitiesThe School Business Official understand and demonstrates the ability to:Develop and maintain an accurate fiscal accounting system by employing accounting procedures that conform with the New York State Uniform System of Accounts; maintaining accounts payable and accounts receivable in good order and current; and working cooperatively and effectively with the auditors of the DistrictMaintain a thorough data reporting system for the completion of financial reports required by the Federal, State, and Local governmentsOrganize and maintain records for financial investment, borrowing and planningOrganize and direct the preparation, implementation, monitoring and presentation of the District budgetOversee school property and liability insurance programs including a fixed assets inventoryOversee the payroll system and to coordinate employee benefit programs and the reporting system for these programs to Federal and State governmentsOversee the District food service operations and preparation of required reports for the programOversee the District five year capital needs reporting and project financial impacts on future budgetsConduct the District purchasing operations within established statutory and policy limitsAssist the District’s lead negotiators in all fiscal aspects relating to collective bargaining negotiationsSupervision, Assessment, and Evaluation ResponsibilitiesThe School Business Official understand and demonstrates the ability to:Coordinate the development and management of an appropriate personnel information management database providing seamless integration with payroll and other school district functionsAdminister employment agreements including interpreting contract languageResearch and explain various compensation arrangements including salaries, wages, employee health care benefit programs and retirement optionsDevelop and analyze models for assessing the cost of current salary and benefit packages and proposalsSupervise Food Service Director, Transportation Director, Director of Facilities, Instructional Technology personnel, and Business Office personnelPublic Relations ResponsibilitiesThe School Business Official understand and demonstrates the ability to:Communicate the relationship between programs, revenues, and appropriations of the District to stakeholdersPresent financial data to school and community groupsAttend all regular board meetings,audit committee meetings, negotiation meetings, and other special meetings as requested by the SuperintendentOther duties as assigned by the Superintendent Preferred Qualifications:Current New York State Certification as School District Business Leader or School District Administrator or Civil Service candidate with at least a bachelor’s degree in accounting, public or business administration, education, or related field, and at least one year of experience in accounting or business administration for an organization.
