POSITION: Assistant Superintendent for Business & OperationsRESPONSIBLE TO: Superintendent of SchoolsEFFECTIVE DATE: On or before July 1, 2024LOCATION: Middle/High SchoolQUALIFICATIONS: Required New York State Certification SBA/SDA/SDL or SBDLSALARY: $205,000APPLICATION DEADLINE: February 29, 2024 SUPERVISES: Business Office Personnel, and the Food Service Department, and others as directed by the Superintendent of Schools. JOB GOAL: The District Business Administrator, under the direction of the Superintendent of Schools will lead and manage business operations of the District including budget development and control, financial affairs, investments, accounting, payroll, purchasing, food service, the administration of contracts and other fiscal services in such a manner as to maximize the impact of District resources in support of the District’s programs and facilities. GENERAL RESPONSIBILITIES: BUDGETINGLong Term: Develops and implements a multi-year financial plan for the DistrictAdministers budget planning and control procedures and encumbrance accounting.Assumes primary responsibility for compiling and presenting various budgets of the District.Annual: Develops and implements systems for the annual compilation analysis and submission of the budgets for General and Cafeteria funds. ACCOUNTINGLeads the fiscal operations of the District, including accounting, payroll, purchasing, ancillary services, and the administration of contracts.Maintains a sound and efficient system of accounting for the general fund, capital funds, internal funds, extra-class activity and special aid funds.Administers a systematic program for the accounting of receipts, including all aspects of the state and federal aid, local taxes, tuition, and other revenue functions.Administrates and meets all imposed deadlines of local, state and federal reporting functions that relate to the business affairs of the District. AUDITINGMaintains a system of local auditing of all records.Supplies all information necessary for official audits: local, state, federalUnderstands the role of the District Audit Committee and is responsive to suggestions, insights, etc. PURCHASINGMaintains sound purchasing proceduresDevelops supply lists and specificationsPrepares purchase contracts, bids and Request for Proposals (RFP)Prepares an analysis of bids and RFPs OPERATIONS, MAINTENANCE AND CAPITAL PROJECTSMaintains, through the Director of Building and Grounds, a multi-year plan for operations and maintenance programs of the DistrictManages Capital Projects budget and financingIs a member of the Facilities and Security Committees SCHOOL LUNCH AND FOOD SERVICESAdministers the State and Federally supported School Lunch and Breakfast Program and Cafeteria ServicesSupervises and gives direction to the Food Service Management Company INSURANCE AND INVENTORYSurveys the insurance needs of the DistrictPrepares a record of all policiesAdministers the appraisal and inventory control programPrepares necessary data for bonding, compensation, and reports to the Board of Education DEBT SERVICE MANAGEMENTMaintains a record of all obligations and develops the debt service schedulePrepares recommendations regarding the disposition of debtsPrepares information for bonding attorney and fiscal advisors for capital projects FUNDS MANAGEMENTAdministers the District’s investment program and invests idle fundsMaintains accurate cash flow records and forecasts COST ANALYSISPerforms cost analysis studiesPerforms comparative cost studiesPredicts unit, departmental, and district-wide costs on the budget TECHNOLOGY INTEGRATIONAdministers and monitors all financial reporting systemsLeads district in updating, implementing and converting financial software systems ADMINISTRATIVE AND PERSONNELConsults with all District personnel matters pertaining to the business affairs of the DistrictRecommends policy formulation and revision as appropriate to these performance responsibilitiesAssists in administering the recruiting, hiring and employment continuation decisions for all supervisees. Consults with and advises immediate supervisors of other Civil Service employees with regard to terms and conditions of employment, grievances, and other mattersServes on, or as a resource to, the District’s negotiating teams as assignedManages the development and revision schedule for contracts for materials, services, and other matters between the District and the various vendors and lesseesServes, subject to annual appointment as Purchasing Agent, and in other annual appointments as may be agreed to from time to timeDevelops studies, reports and provides data from the areas noted in the above performance responsibilities as may be required by the SuperintendentPromotes effective school/community relations by describing matters dealing with these performance responsibilities as may be required by the SuperintendentOrganizes and maintains employee records related to payroll and fringe benefitsSupervises Business OfficeIs accountable for the smooth and efficient operation of all the non-instructional components of the School District’s operationServes as a member of the Superintendent’s Administrative Council, attends meetings with the Board of Education and Administrators TERMS OF EMPLOYMENT: Twelve Month position; Salary and work year to be established by the Board of Education.
