School Business AdministratorCity School District of New RochelleEmbracing Diversity: Driving SuccessThe City School District of New Rochelle is seeking highly qualified candidates for the position of School Business Administrator. Reports To: Assistant Superintendent of Business Role: To assist the Assistant Superintendent for Business with the development and maintenance of financial operations designed to carry out the mission, goals, and policies of the Board of Education with a focus on financial leadership and management of finances and to support in the general supervision and management of the Business Office personnel.DISTINGUISHING FEATURES SOUGHT: fiscal planning, budgeting, funding sources, accounting, debt management, investing, auditing, purchasing, bidding, and contracting, risk management, professional services and liability. ESSENTIAL JOB FUNCTIONS:Assist in the development, review and modification of new programs, policies and procedures for the district.Administer the development and maintenance of financial operations designed to carry out new programs, policies and procedures to meet Board of Education mission, vision, and goals.Develop and sustain relationships with the other local governmental agencies, community-based organizations, various audit firms, attorneys and BOCES. Interact with parents, outside agencies, businesses, auditors, consultants, attorneys and the community to enhance understanding of District initiatives and priorities and to elicit support and assistance.Works closely with other departments and school staff to support department and district-wide improvement initiatives and processes.Assess the effectiveness of the Business Office effectively prioritize, plan and implement improvements, and update or create policies, procedures and regulations as needed.Assist in reviewing and establishing processes for internal and quality controls, operational efficiency and accuracy in the Business Office.Assist in the review, monitor and approve fiscal revenues and expenditures for all funds and all department budgets and resources and preparation of fund balance projections.Assist in the development and maintenance of multi-year budgets to ensure that there are adequate financial resources for the long-range goals of the district and to anticipate and plan for possible financial downturns.Works with independent auditors on year-end financial reports. Comply with Board of Education, District, State and Federal laws, rules, regulations and policies and collaborate to submit federal and state reports accurately and completed in a timely manner.Perform the annual evaluation for all assigned staff.Keep personally abreast of new developments in operation of systems, and allocation of resources to ensure maximum efficiency from operation expenditures. Assist in District contract negotiations for FUSE and A&S.Assists with the School Lunch program when needed, maintains a budget vs. actual financial analysis and helps prepare the budget for the following year.Reviews and/or prepares statistical and financial reports for the Assistant Superintendent of Business, Superintendent of Schools, Board of Education. Ensure prudent use of funds by providing adequate control and accounting of the school district’s financial and physical resources and the development and implementation of sound business practices consistent with Board policy and law. Monitor financial activities and details such as reserve levels to ensure that all legal and regulatory requirements are met. Implement a system of cash flow management, including use of bonding systems and borrowing as necessary, to ensure the timely payment of obligations.Prepare and timely file the annual budget and associated reports, forms and tax requests with state and local officials in accordance with Board action and state law and regulations. Acts on behalf of the Assistant Superintendent of Business in his/her absence. Performs other related duties as assignedDoes related work as required. KNOWLEDGE, SKILLS, AND ABILITIES: Requires general knowledge of laws, rules and regulations related to budgeting, cash management, business office operations, financial reporting, state aid, facilities planning, maintenance, transportation and food service. Must stay updated with school board policies and professional standards. Requires the ability to develop policies, long range plans, and allocate funds and make decisions that involve multiple priorities, limited resources, and internal and external challenges. Requires the ability to perform work that involves high level issues, processes, or organizational needs. A good working knowledge of the current principles, practices, procedures and software involved in office management, budgeting, purchasing and accounting; Familiarity with the organization and function of a school district; ability to plan and supervise the work of others; Ability to meet and deal with people effectively, ability to present oral and written reports and recommendations clearly and concisely; resourcefulness in handling administrative problems; Tact, courtesy, good judgment, thoroughness, dependable; Knowledge of New York State uniform system of accounts. Excellent oral and written presentation skills. Knowledge of BOCES school district interactions. CPA preferred.CANDIDATES MUST POSSESS:A strong background in or knowledge of fund accountingA minimum of a Master’s degree and New York State School Business Administrator (SBA), School District Business Leader (SDBL), School District Administrator (SDA), or School District Leader (SDL), certificate at the time of appointmentA minimum of three (3) years in either of the following: accounting experience with multi-million-dollar accounts, a management position in finance and administration in school business administration in an educational setting or in the private or public sectorProficiency in the use of computer technology for accounting and other budget administration tasksExtensive knowledge of the principles, methods, techniques, practices, and mandated accounting system of budget administration and budget planning operations in New York StatePREFERRED TRAINING AND EXPERIENCE: Graduation from a recognized college or university with a Master’s degree in accounting, business administration, education and/or schools business management and three (3)years in a supervisory capacityNYS Certification is required at time of applicationEOE: Minority and Bilingual candidates are encouraged to applyPlease do not send resumes to Human Resources: They will not be accepted
