DISTINGUISHING FEATURES OF THE CLASS: This position involves responsibility for assisting in all phases of the analysis, preparation, and control of departmental budgets. The work is performed in accordance with established policies and procedures and involves investigating, analyzing, and making recommendations within the sphere of the budget office operations. The work is performed under direct supervision and directions are received from an immediate supervisor or department head. Supervision may be exercised over a small number of clerical employees. Does related work as required.TYPICAL WORK ACTIVITIES:Assists in the preparation and monitoring of the budget for updating and developing an improved departmental budgeting, management, and reporting system;Performs analysis of operating procedures to determine cost effectiveness and to improve productivity; Reviews departmental expense accounts to ensure that budget allocations are not exceeded and expenditures are charged to the proper account;Analyzes departmental requests for large scale purchases and projects by determining impact on the budget and makes recommendations concerning additional appropriations, transfer of funds, and utilization of equipment;Reviews revenue receipts on an ongoing basis and prepares recommendations and reports that are used for corrective actions;Updates budget and accounting information systems utilized in preparing the budget and accounting records for the succeeding fiscal year;Prepares a variety of narratives and tabular records and reportsFULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:Good knowledge of current general and governmental accounting, fiscal, and auditing procedures and techniques; Good Knowledge of the principles of public administration, municipal budgeting, and administrative management; Good Knowledge of municipal organization and operation and its budgetary procedures and practices; Working knowledge of local, state, and federal acts, laws, and rules pertaining to budgeting and finance; Working knowledge of fiscal personal computer software; Ability to comprehend and prepare statistical and other data for presentation to others; Ability to evaluate problem situations and to adopt an effective course of action; Ability to get along with others and maintain effective working relationships; Good judgment and analytical skills; Physical condition commensurate with the demands of the position.MINIMUM QUALIFICATIONS:Graduation from a regionally accredited college or university or one accredited by the N Y State Board of Regents to grant degrees with a Bachelor's Degree in business or public administration, accounting, financial management, or related field, including or supplemented by at least 1 8 credit hours in accounting AND two years of experience in auditing, municipal budgeting, or financial planning or analysis, or related field; ORGraduation from a regionally accredited college or university or one accredited by the NY State Board of Regents to grant degrees with an Associates Degree in business or public Administration, accounting, financial management, or related field, including or supplemented by at least 18 credit hrs in accounting AND four (4) yrs of experience in auditing, municipal budgeting, or financial planning or analysis, or related field; ORAn equivalent combination of training & experience as defined by A and B above.Adopted CSC 9/8/03Thank you for showing interest in the Mount Vernon City School District.
