PAYROLL SPECIALIST SCHOOL DISTRICTDISTINGUISHING FEATURES OF THE CLASS: Under the direct supervision of the Director of Business, this position will undertake all elements of payroll, from inputting data, processing, provides payroll related advice, guidance and support to all employees and managers. When required, will supervise and train clerical staff and various department payroll staff in automated PR procedures and systems. The incumbent will be the Payroll Point Contact. Does related work as required. EXAMPLES OF WORK: (Illustrative only)Coordinates the preparation of automated school district payrolls;Reviews data processing payroll printouts to identify PR problems including wage rates, incorrect or missing authorizations and additional missing data;Administers various deduction programs such as withholdings, garnishments, union dues, savings and credit union dues; retirement; etc.Assists the Director of Business in the preparation of regulatory filings as 941 s, W2s, 1099Rs, NYS45s;Assists in maintaining and archiving PR data and records in a safe manner to ensure compliance with data protection regulations;Accountable for assisting with meeting department targets and providing day to day support for the Director of Business;Supervises in the preparation of Bi-Weekly payroll;Assists in the preparation of Bi-Weekly payroll;Assists Director of Business in the maintenance of the nVision payroll systems;Validates all Personnel change forms with Human Resources and relevant department heads prior to processing to ensure that submissions are accurate. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Good knowledge of the principles, procedures and terminology involved in payroll administration; Good knowledge of the laws, rules and regulations pertaining to payroll administration; Good knowledge of nVision payroll systems; Proficiency in MS Excel, Word and PowerPoint; Good mathematical and analytical knowledge and the ability to choose the right mathematical methods and formulas to solve a problem; Accurate and up to date knowledge of employment law in respect to PR best practice; Good knowledge of PR procedures and ability to interpret payroll policies; Good knowledge of accounting practices; Ability to communicate effectively both verbally and in writing; Ability to supervise and train various employees; Ability to work independently under pressure of deadlines; Ability to identify and resolve payroll problems; Ability to establish and maintain effective working relationships; resourcefulness; honesty; integrity; professionalism, tact and courtesy and physical condition commensurate with the demands of the position. ACCEPTABLE TRAINING AND EXPERIENCE:(a) Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor's Degree in Accounting, Economics, Finance or Business Administration or a related field; PLUS three years if automated payroll experience; OR(b) Graduation from a regionally accredited or New York State registered two year college with an Associate's Degree as stated in (a) above; PLUS five years of experience as stated in (a) above.PROMOTIONAL QUALIFICATIONS:Must be permanently employed by the Mount Vernon City School for not less than 3 years and meet the required training and experience as listed above.
