The School Business Manager/School Business Administrator position with the Hoosic Valley Central School District is a full-time, 12-month position. The position may be filled through New York State School District Business Leader (SDBL) certification or the appropriate Civil Service title, as applicable. Interested applicants: Must possess a valid New York State School District Business Leader (SDBL) certificate (or be eligible for certification) or meet the qualifications for the applicable Civil Service title, as determined by Rensselaer County Civil Service. Salary : $130,000-$145,000 plus benefits and New York State Pension Hours : Full-time, 12-month position. Regular business hours with additional time as needed to attend Board of Education meetings, budget presentations, and district events. Responsibilities : The work is performed under the general supervision of the Superintendent of Schools and requires the exercise of sound professional judgment and independent decision-making in the administration of the district's business operations. Oversees the financial operations of the school district, including budget development, long-range financial planning, accounting, payroll, purchasing, accounts payable, and cash management; Assists the Superintendent and Board of Education in the preparation, administration, and monitoring of the annual school budget; Ensures compliance with all applicable federal, state, and local laws, regulations, reporting requirements, and auditing standards; Oversees internal and external audits and implements recommendations as appropriate; Supervises business office personnel and, as assigned, provides oversight of facilities, transportation, food service, and other operational departments; Develops and administers purchasing procedures, competitive bidding, and contract management in accordance with General Municipal Law and district policy; Prepares required financial reports and state aid submissions; Advises the Superintendent and Board of Education on financial matters, fiscal policies, and long-term planning; Oversees risk management, insurance programs, and debt service activities, as assigned; Works collaboratively with district administrators to support instructional programs through effective fiscal management; Develops and implements business office procedures to improve efficiency and internal controls; Maintains positive working relationships with staff, governmental agencies, auditors, vendors, and community stakeholders; Performs related duties as assigned. Minimum Qualifications: Applicants must meet one of the following: Possess a valid New York State School District Business Leader (SDBL) certificate (or be eligible for certification); or Meet the qualifications established for the applicable Civil Service title by Rensselaer County Civil Service. Preferred Qualifications: Previous successful experience in school business administration; Strong knowledge of New York State school finance, budgeting, purchasing, payroll, state aid, and financial reporting; Knowledge of New York State Education Law, General Municipal Law, and applicable state and federal regulations; Experience with school district audits, budgeting, collective bargaining support, and long-range financial planning; Strong leadership, organizational, communication, and presentation skills; Ability to establish positive working relationships with district staff, Board of Education members, and the community. Special Requirements for Appointments in School Districts: In accordance with the Safe Schools Against Violence in Education (SAVE) legislation, Chapter 180 of the Laws of 2000, and the Regulations of the Commissioner of Education, candidates for appointment in school districts must obtain clearance for employment from the New York State Education Department prior to employment based upon fingerprinting and a criminal history background check.
