Greenburgh Central School DistrictPosition Title: Executive Director of Human Resources and Professional LearningReports To: Superintendent of SchoolsSupervises: HR Department StaffLocation: Central OfficeFLSA Status: ExemptPosition Summary:Greenburgh Central School District, an International Baccalaureate World School District, is seeking an Executive Director of Human Resources and Professional Learning to serve as a key member of the Superintendent's Cabinet. This individual will provide strategic leadership and comprehensive oversight of all human resources (HR) functions across the district. The individual will develop and implement HR policies and procedures that foster a culture of excellence, equity, and employee engagement, while ensuring compliance with state and federal labor laws.A strong preference will be given to candidates with a Juris Doctor (J.D.) and demonstrable expertise in New York State labor relations law, particularly within public education systems. The ideal candidate will have experience in a K–12 educational setting and a deep understanding of the unique personnel challenges facing public schools.Essential Duties and Responsibilities:Serve as the chief advisor to the Superintendent and Board of Education on all human capital matters, including labor relations, personnel administration, and organizational development.Oversee all HR functions including recruitment, staffing, labor and employee relations, compensation, benefits, performance management, certification, onboarding/offboarding, and professional development of non-instructional staff.Provide expert guidance and interpretation of employment-related laws, regulations, policies, and collective bargaining agreements, particularly NYS Education Law, Civil Service Law (especially Section 75), Taylor Law, and PERB procedures.Lead labor negotiations with employee unions and manage grievance procedures, arbitration, and contract administration in collaboration with legal counsel when appropriate.Promote equitable hiring and retention practices aligned with district values of diversity, equity, inclusion, and belonging.Collaborate with the Superintendent and Cabinet on strategic workforce planning, succession planning, and organizational culture initiatives.Ensure compliance with all required HR reporting and documentation related to state audits, certification, and personnel records.Supervise and evaluate HR department personnel and ensure continuous improvement in department systems, processes, and customer service.Oversee employee engagement strategies and ensure a positive, productive, and legally compliant work environment across all schools and departments.Support administrators in the management and evaluation of staff, including disciplinary actions and performance improvement plans.Stay abreast of trends in HR law and education policy to proactively adapt HR practices to meet the changing needs of the district.Qualifications:Education Preferences: Juris Doctor (J.D.); Master’s degree in Human Resources, Educational Administration, Public Administration, or a related field required.Required Certification: NYS School District Administrator (SDA), School District Leader (SDL), or meets Westchester County Civil Service minimum requirementsExperience:Minimum of 7 years of progressive leadership in human resources.Minimum of 3 years of experience in a K–12 public school district or comparable educational setting.Demonstrated experience with labor relations, including contract negotiations and grievance arbitration in a unionized environment.Proven understanding of New York State education and labor law, PERB procedures, and collective bargaining frameworks.Knowledge, Skills & Abilities:Deep knowledge of employment law, especially NYS Civil Service Law, Education Law, and applicable federal statutes (e.g., FMLA, ADA, Title IX, etc.).Strong negotiation, communication, and conflict resolution skills.Ability to lead with equity and build strong relationships with diverse stakeholders.Commitment to confidentiality, integrity, and high ethical standards.Skilled in data-informed decision-making and use of HRIS and personnel systems.Collaborative leadership style with a systems-thinking mindset.Terms of Employment:Work Year: 12 monthsSalary: $165,000-$190,000 based on experienceEvaluation: Performance evaluated annually by the Superintendent of SchoolsApplication Process:Qualified applicants should submit a cover letter, resume, proof of certifications/degrees, and three professional references.
