Position: Director of Head Start and Early ChildhoodTime: Full time, 12 monthsReports to: Executive DirectorQualifications: New York State N-6 certification. A degree in Early Childhood Education is preferred Master’s degree is desirable. A minimum of two years teaching and/or administrative experience in Early Childhood Education or a related field. Successful work experience with low-income families or children.Required knowledge and skills: Exceptional organizational and communication skills; ability to assume leadership and follow through; ability to develop a budget and maintain controls; outstanding character; knowledge of child development theory and practice; leadership ability; ability to understand and implement state regulations; strong commitment to equity and inclusion.Job summary: The Director of Head Start and Early Childhood is responsible for the leadership of the total Head Start program as outlined in the Head Start Performance Standards, the Head Start Administrative Regulations Guide, Administrative OSPRI, and all local component plans; as well as other rules and regulations. In addition, the Director serves as the Education Coordinator for the Geneva Head Start program and prekindergarten program. For delegate Head Start programs, provides monitoring and technical assistance in matters pertaining to administration and the education component.Job duties:Manages an annual review of the community needs assessment and program options.Develops and administers a written procedure for program planning which includes a process for formulation of program objectives and timetables for review, including budget timetables.Develops a budget and work plan with staff and Policy Council involvement based on identified objectives; monitors costs, staff time and materials in a timely manner.Maintains an accurate internal communication system including: periodic reports on program objective, policy, information, guidelines, minutes and correspondence to the Board of Education, Policy Council and staff.Assists Policy Council in an annual self-assessment (OSPRI) providing training and ensuring that identified deficiencies result in improvement plans and action.Managers the personnel system according to the OHD grants administration requirements, NYS Education Department and civil service regulations, and locally negotiated school district contracts.Works cooperatively with the school district Director of Finance to ensure sound budget management, control, accountability, property and fund control, record keeping, audit control, adequate insurance coverage, purchasing and inventory.Monitors enrollment to ensure that Head Start participant eligibility requirements regarding age, income, and recruitment are met including recruitment of children with disabilities.Maintains controls to ensure full enrollment and documentation of attendance.Coordinates transportation for children with the school district transportation office.Supervises all staff with direct supervision of coordinator of family services, health coordinator, secretary, teachers, bus monitors and teacher aides for special services.Coordinates a career development and training plan for staff and parents, including the coordination of an annual training needs assessment.Plans the educational program with an interdisciplinary team of staff, parents and other component specialists; and supervises the implementation of planned activities in accordance with performance standards.Updates the annual education plan in conjunction with Policy Council.Plans and assists teaching staff in implementing parent involvement in the education program, both in the classroom and in the home.Assists staff in the development of Individual Education Plans for children.Participates as a management team member on the school district’s Administrative Council.Assists the 2 supervised group teachers in writing kindergarten reports.Meets with and communicates regularly with staff of delegate Head Start programs on matters pertaining to administration and education; monitors the delegate Head Start programs and provides technical assistance.Works within the programing for early childhood preschool programsDoes related work as requested by supervisor.
