Position Overview The Assistant Superintendent for Teaching and Learning leads the District’s core instructional program–curriculum, instruction, assessment, Career and Technical Education (CTE), instructional technology, professional learning, and the Fine Arts, Athletics, Health & Physical Education program. Reporting to the Associate Superintendent for School Leadership, Strategy & Academic Performance, this role is responsible for the day-to-day design, implementation, and continuous improvement of a coherent, standards-aligned instructional program that meets the diverse academic, linguistic, and social-emotional needs of all students. The Assistant Superintendent operationalizes districtwide instructional priorities set by the Superintendent and Executive Cabinet: building the leadership capacity of directors and instructional staff, ensuring curriculum, assessment, and professional learning function as one coherent system, and providing evidence of implementation and impact for improvement efforts within this portfolio. Key Responsibilities Instructional Leadership Develop and implement a districtwide curriculum, instruction, and assessment program aligned with New York State Learning Standards and District priorities set by the Superintendent. Ensure consistency, rigor, and coherence in curriculum and instructional practice across all schools, and oversee assessment systems used to monitor student progress and inform instruction. Provide oversight of Career and Technical Education (CTE), instructional technology integration, and the Fine Arts, Athletics, and Health & Physical Education program, ensuring program quality and compliance with applicable state requirements. Support for Multilingual and Diverse Learners Facilitate cross-departmental collaboration to ensure instructional programs are responsive to the needs of multilingual learners and a culturally and linguistically diverse student population. Promote culturally responsive and inclusive instructional practices across the District. Collaborate with school and district leaders to strengthen support for English Language Learners and students with diverse learning needs. Leadership Development and Supervision Supervise, coach, and evaluate directors and other assigned staff within Teaching and Learning. Build leadership capacity through coaching, professional development, and clear performance expectations. Establish accountability structures for instructional leadership across this portfolio. Professional Development Design and oversee a job-embedded professional learning program that builds instructional capacity across this portfolio. Ensure professional learning is sustained, aligned to District priorities, and tied to improved classroom practice and student outcomes. Program Oversight and Evaluation Use data to monitor implementation and impact within this portfolio, and provide the Superintendent with regular, evidence-based updates and recommendations. Evaluate the effectiveness of instructional programs and initiatives using research-based frameworks, distinguishing implementation activity from evidence of impact on student outcomes. Ensure timely, accurate compliance reporting related to curriculum, instruction, CTE, and athletics to state and monitoring authorities as required. Maintain current knowledge of instructional research, state guidance, and emerging practice, and recommend adjustments to curriculum, assessment, or professional learning approaches as needed. Collaboration and Communication Serve as a liaison between the Superintendent, school leaders, and instructional staff on matters of curriculum, instruction, and program implementation. Coordinate with the School Transformation and Guidance & Student Success offices to ensure curriculum, instruction, and professional learning support align with school improvement plans and attendance/graduation initiatives. Communicate clearly and effectively with internal and external stakeholders as appropriate. Operational Excellence Ensure strong systems for follow-up, implementation monitoring, and accountability. Maintain a high level of attention to detail in planning, execution, and reporting. Support the development and management of the instructional budget for this portfolio in alignment with District priorities. Minimum Qualifications Valid New York State School District Leader (SDL) or School District Administrator (SDA) certification, or candidacy for such certification. Master’s degree required; advanced degree (Doctorate preferred). Minimum of seven (7) years of successful administrative experience, including building and/or district-level leadership. Preferred Qualifications Prior experience as an Assistant Superintendent for Teaching and Learning, Curriculum and Instruction, or in a comparable central office leadership role. A proven record of improving outcomes for students, demonstrated through measurable gains in achievement, graduation, program participation, or other outcome data in prior roles. Demonstrated success in improving student achievement in a large, diverse school district. Extensive experience addressing the needs of multilingual learners and culturally diverse student populations. Experience overseeing Career and Technical Education, instructional technology, and/or fine arts, athletics, and health & physical education programs. Bilingual or multilingual proficiency preferred. Experience supervising and evaluating administrators. Strong knowledge of curriculum development, instructional best practices, assessment systems, and school improvement strategies. Required Skills and Competencies Excellent verbal and written communication skills. Strong organizational skills with exceptional attention to detail. Demonstrated ability to follow through on initiatives and ensure accountability. Ability to manage multiple program areas and lead change efforts across a broad instructional portfolio. Working knowledge of CTE program design, instructional technology integration, and fine arts/athletics/health & PE program compliance requirements. Strong interpersonal skills with the ability to build trust and collaboration across diverse stakeholder groups. Data-driven decision-making and problem-solving skills.
