Executive Director of Special Education Reports to: Assistant Superintendent for Pupil Personnel Services Position Overview East Ramapo Central School District is seeking an experienced and visionary Executive Director of Special Education to provide district-wide leadership for all special education programs and services. Reporting to the Assistant Superintendent for Pupil Personnel Services, the Executive Director will serve as the district's senior instructional and compliance leader for special education, ensuring full alignment with Federal and State regulations while driving strategic initiatives that improve outcomes for students with disabilities. This role carries expanded scope beyond a traditional Director position, including direct oversight of district-wide program design, budget and resource allocation, supervisory leadership of special education administrators and staff, and a central role in shaping the District's strategic academic plan and comprehensive improvement plan. Key Responsibilities Compliance & Regulatory Oversight Ensure all special education programs, policies, and practices comply with IDEA, Section 504, NYS Part 200 regulations, and all applicable Federal and State law. Serve as the district's primary liaison with the State Education Department (NYSED) on special education compliance, monitoring, and reporting. Oversee the Committee on Special Education (CSE) and Committee on Preschool Special Education (CPSE) processes, ensuring timely and legally compliant IEP development, implementation, and review. Lead district responses to state audits, corrective action plans, due process proceedings, and complaint investigations. Strategic Leadership & Planning Partner with the Assistant Superintendent for Pupil Personnel Services and district cabinet to align special education programming with the District's strategic academic plan and comprehensive improvement plan. Develop and implement a multi-year vision for special education service delivery, inclusive practices, and least-restrictive-environment (LRE) programming. Analyze district-wide data (achievement, placement, discipline, and outcome data) to identify trends and drive continuous improvement. Oversee the special education budget, including staffing allocations, related services contracts, and out-of-district placements, in coordination with business office leadership. Instructional Leadership & Staff Evaluation Evaluate school-based teaching and learning staff in special education programs, providing actionable feedback to strengthen instructional practice. Supervise, coach, and support building-level special education administrators, chairpersons, and program leaders. Assess professional development needs district-wide and design, coordinate, and deliver targeted training in partnership with building and district leadership. Promote research-based, inclusive instructional practices that support students across the full continuum of needs, including secondary-level programming and transition services. Program Development & Community Engagement Design and expand programs that support students with disabilities at all grade levels, with particular attention to secondary special education and post-secondary transition planning. Collaborate with general education leadership to build capacity for co-teaching, integrated services, and inclusive classroom practices. Serve as a resource and advocate for families, community stakeholders, and advocacy organizations regarding special education services and rights. Represent the district in regional and state-level special education forums, committees, and professional networks. Qualifications Education/Certification Valid NYS District certificate required (School District Leader – SDL) Experience Minimum of five years of successful teaching experience required. Significant prior administrative experience in special education required, including supervisory or district-level leadership roles. Extensive knowledge of State and Federal Special Education regulations and instructional best practices supporting students with a wide range of needs. Demonstrated experience developing, preparing, and delivering professional development for instructional staff. Experience with secondary-level special education programs and transition planning strongly preferred. Proven ability to manage budgets, supervise staff, and lead district-wide initiatives.
