Assistant Superintendent for Personnel Qualifications Master’s Degree in Education or Human Resources Management New York State SDL or SDA Certification Minimum of five years of district-level administrative experience Reports To: Superintendent of Schools Position Description: Responsible for the leadership and administration of all human resources functions for certificated and classified employees of the East Ramapo Central School District, ensuring compliance with applicable laws, regulations, collective bargaining agreements, and Board policies while supporting the recruitment and retention of a highly qualified and diverse workforce. Responsibilities Direct all personnel operations, including recruitment, hiring, appointments, transfers, leaves, evaluations, tenure, certifications, attendance, and employee records. Ensure compliance with federal and state laws, regulations, Board policies, and collective bargaining agreements. Lead labor relations activities, including contract negotiations, grievance administration, MOA development, employee investigations, and disciplinary matters. Serve as ADA Compliance Officer and participate in Title IX and other workplace investigations. Oversee employee benefits, retirement reporting, workers’ compensation, unemployment claims, and leave administration. Coordinate personnel actions and prepare Board of Education personnel agendas and resolutions. Collaborate with legal counsel on employment-related matters and represent the District in legal and administrative proceedings. Supervise the administration of Civil Service rules and regulations for classified employees. Develop and implement personnel policies, procedures, and strategic human resources initiatives. Manage personnel data, state reporting requirements, seniority lists, and workforce planning activities. Coordinate new employee orientation, administrator retreats, student teacher placements, volunteer programs, and staff professional development initiatives. Prepare and administer the Personnel Office budget and assist with the District budget development process. Handles complaints of harassment, discrimination, workplace environment, and other employee complaints; participates in Title IX investigations Attend Board of Education, Cabinet, and professional personnel association meetings. Perform other duties as assigned by the Superintendent.
