Executive Director of PersonnelSalary: Up to $150,000, dependent upon experience Qualifications: New York State SDL or SDA certificationAdministrative experience Position Overview: The Executive Director of Personnel is responsible for the administration of all aspects of the personnel function for certificated and classified personnel for the East Ramapo Central School District and ensures that the District employs a staff which is representative of the diversity of its students. Responsibilities:Recruits, hires, appoints, retains and supports a highly-qualified, diverse District staffEnsures that the District is in compliance with Board policies and Federal and State mandates regarding school district human resources operationsActs as lead in negotiations for all fourteen bargaining unit contracts; ensures that contracts are implemented, adhered to and managed; participates in liaison meetings with bargaining units to foster labor relations; writes MOAs as neededHandles grievancesConducts employee investigations and manages employee disciplineActs as Compliance Officer for Americans with Disabilities Act for staffContributes to professional development offerings for staff during professional development and superintendent’s conference days; presents professional development for substitutesCoordinates the hiring process for job vacancies; develops, coordinates and implements procedures for the recruitment and selection of personnelOversees the preparation of personnel agendas for the Board of Education meetings; writes resolutionsWorks with District’s counsel in all legal matters; testifies at legal proceedingsDirects the department’s Personnel Administrator in the administration of Civil Service rules and regulations for classified staffAttends Superintendent’s Cabinet meetings and Board of Education meetingsParticipates as member of local school district human resources administrator groups: the Lower Hudson Council of School Personnel Administrators and the Rockland County Association of School Personnel AdministratorsActs as member of Board of East Ramapo Teachers’ CenterPrepares Personnel Office budget and participates in preparation of District’s annual budgetHandles complaints of harassment, discrimination, workplace environment, and other employee complaints; participates in Title IX investigationsPlans the annual August retreat for administratorsWrites personnel policies and procedures, serves on the Board of Education’s policy committeeManages staff data, including demographic, ethnic, payroll historyPlans the New Staff Orientation program in AugustProduces seniority and preferred eligible lists for certificated staff each yearSupervises employee benefits, including health insurance, dental insurance, retiree benefits and other employee benefitsRepresents District on Sick Bank Committees for bargaining unitsEnsures that all employees are properly observed and evaluated by their supervisors, according to contracts and statutesProduces the work calendar for District administratorsEnsures that unemployment claims are handled properly, works with District’s representativeWorks with internal staff and external agency on workers compensation claimsConducts exit interviews for staff who are terminating their employmentConducts observations of certificated staff as neededOversees other areas such as: tenure; job postings (including writing job descriptions); leaves; employee transfers; BEDS and other state reports; salary management; teachers’ course approvals and salary increments; employee attendance; FMLA; substitutes; employment verifications and loan processing; AESOP and Frontline systems; teacher/administrator/ teaching assistant certifications; retirement system reporting and prior service credit reportsPerforms other duties as assigned
