Elementary Principal Job Description:General Function: Under direction of the Superintendent/Designee, the Building Principal shall perform all supervisory and managerial duties essential to the maintenance and development of the Building Educational Plan. The Principal is responsible for administering and supervising the total school program and providing educational leadership for the students and staff members consistent with the educational goals of the school/community. The Principal directs and is accountable for planning, communication, community relations, labor relations, and safety issues required to manage the instructional and special programs, co-curricular activities and facilities. The educational program shall be consistent with State Education Dept. regulations, NY State Education Law, current School Board policies and District administrative practices and regulations that will provide each student with the opportunity to develop in relation to his abilities.The Principal reports to the Supt. and/or his designee and is responsible for implementing the mission of the District and the goals set by the Board. He/she supports the mission and goals by:Implementing the mission and goals of the Board of Education as directed by the Superintendent or his designee and providing on-going reports which delineate the degree to which these goals and objectives are achieved. Providing direction and leadership towards the achievement of the school district's philosophy, mission, and annual and long-range goals.Organizing, supervising, and directing all building staff employed in either the instructional activities or business management of the building consistent with Board policies and directives from the Superintendent.Identifying and responding to new opportunities programs, and revenue sources.Identifying risk management potential or real risks to the District. Major Functional Expectations and ResultsThe Principal supports Student Management/Safety by:Ensuring the management of the organization, operations, and resources for a safe, efficient, and effective learning environment.Establishing and maintaining standards of conduct for students assigned and enforcing the Student Code of Conduct.Establishing and maintaining positive relations with community safety-based organizations (Police, DSS, Family Services, etc.) 2. The Principal supports the Instructional Program by:Monitoring student performance to ensure that program standards are maintained.Assisting with the development of district-wide programs and implements appropriate building programs in accordance with identified student needs and District goals.Monitoring teacher performance to ensure program standards are maintained.Assessing and recommending appropriate professional development to ensure the necessary expertise for accomplishment of District and Building goals. 3. The Principal builds and maintains positive relationships between employees, students, employee associations, parents, community leaders, and residents by:Maintaining a high level of visibility in the building and community through formal and informal participation in and presence at community and school events and through oral, electronic, and written communication.Creating or enhancing opportunities for all individuals and community groups to participate in the educational programs and decision making of the building by seeking and encouraging citizen participation in school committees, and activities.Presenting consistent oral, written, and electronic messages that the district appreciates the contributions that each of these individuals and groups makes to the success of the district's students.Acknowledging, in writing, all written communications received from building/District stakeholders within timeframes as directed by the Superintendent. 4. The Principal acts as the Building’s educational leader by: Supervising and evaluating instruction to ensure that program standards are maintained.Providing periodic oral, electronic, and written reports to the Superintendent on the progress being made to accomplish each of the objectives.Maintaining a high level of visibility in the school and the community through formal and informal presence at school and community events and through oral, electronic and written communication.Maintaining collaborative relationships with grade level teams.Collecting, disaggregating, and disseminating of data and use of data to impact student performance.Integrating technology to further the educational program.Ensuring the implementation of the curriculum. Ensuring that staff has the resources, time and professional development to carry out the curriculum. 5. The Principal manages the daily activities of the Building in accordance with current law, policy and procedures by:Securing agreement on individual written goals, standards of measure, and supervision and feedback processes for each staff member in order to facilitate objective performance evaluations.Implementing District collective bargaining agreements and other contracts (grants, third party contracts).Delegating authority as appropriate and holding subordinates accountable for the functional expectations delineated for the positions they occupy through informal feedback and active participation in the performance evaluation process.Identifying problems, establishing priorities, and implementing solutions in collaboration with the staff and Superintendent/designee. Providing periodic building management reports to the Superintendent.Notifying the Superintendent in a timely manner of potential or real risks. 6. Manages the financial and physical resources of the building in conformity with current laws, policies, and regulations of the District by:Recommending either/both an annual budget and/or a capital budget for approval by the Superintendent, following format and content requirements as dictated by law, generally accepted accounting practices, and Board policy and procedure.Prudently managing the Building’s resources in accordance with the adopted budget.Reviews periodic written, electronic, and oral reports to the Superintendent on the Building's utilization of its financial and physical resources.As appropriate, recommending to the Superintendent any operational efficiency, including cost/benefit analysis, timeline, and implementation plan. 7. Manages the human resources of the Building in accordance with collective bargaining agreements and personnel policies and procedures that fully conform to current law, policies, and regulations by:Organizing and deploying staff in accordance with the School’s mission and goals.Implementing and maintaining District policies with respect to employee development. 8. Clearly defines the District’s position to the public. 9. Consistently presents a positive image to all relevant stakeholders.
