DIRECTOR OF HUMAN RESOURCES The Edgemont Union Free School District is seeking an experienced and skilled professional to assume the duties of the Director of Human Resources. The individual hired for this 12-month administrative, non-affiliated contract position will report directly to the Superintendent of Schools. This position is part of the District Advisory Team focused on the mission and goals of the District while maintaining responsibility in the following areas: Leadership & Administration:Oversees all aspects of human resources district-wide, providing direction, support, and guidance to district and building-level administrators, in the areas including but not limited to: employee relations; new employee orientation; onboarding and exit procedures; employee attendance; budget planning; state and federal reporting; leaves of absence; disciplinary matters; disputes and investigations; performance and talent management; productivity; recognition and morale; occupational health and safety; and training and development.Directs a wide variety of personnel policies and programs for the purpose of ensuring that the District is compliant with applicable state and federal regulations.Directs District policies, relevant laws, contracts, and agreements.Supervises the effective and efficient implementation of programs in compliance with all applicable regulations and the District’s collective bargaining agreements.Completion of EEOC and other reports and records as required by local, state and federal authorities.Provides leadership and training in developing staff evaluation procedures.Enforces a safe and professional work environment that emphasizes mutual respect and maximizes employee effectiveness.Attends Board of Education meetings.Personnel:Oversees all Human Resource matters, including the hiring and evaluation of staff, employee discipline, Civil Service law, contract administration.Administers a comprehensive HR program for the purpose of maintaining a well- qualified and diverse employee workforce with adequate staffing and attention to inclusivity.Works with the Superintendent on matters pertaining to employee misconduct and develops recommendations for discipline or dismissal.Prepares, maintains, and distributes staff vacancy notices and job postings.Maintains, oversees, administers, and effectively organizes staff records and databases such as Absence Management, MLP, and OLAS, ensuring accurate, organized personnel records are kept that are inclusive of certification, tenure, seniority, longevity, individual contracts, and all other items pertaining to staff employment.Collaborates with the Assistant Superintendent for Curriculum, Instruction, and Assessment on APPR and the management of Professional Development related to salary advancement for certified staff.Collaborates with the Assistant Superintendent for Administration and Business pertaining to employee benefits, payroll matters, and Memorandums of Agreement as needed.Prepares and submits in a timely manner Board of Education personnel agenda items for the Superintendent’s recommendation and Board approval at meetings.Develops and effectuates a plan to increase the District’s pool of substitute teachers and improves the substitute teacher experience.Maintains existing job descriptions, ensures they are current, and creates or revises newly established or modified job descriptions.Plays an active role in collective bargaining unit negotiations as directed and guided by the Superintendent of Schools. Promotes positive labor relations through monitoring the implementation of collective bargaining agreements and problem-solving with union leadership.Budget Development:Assists in the development of staffing proposals for the purpose of meeting District activities.Prepares reports and presentations for the Board of Education and other reports as the Superintendent may request.The successful candidate for this position will be one who:Maintains a high level of personal integrity, professional demeanor and possesses a strong work ethic.Is a collaborative leader who can build a shared vision by working cooperatively and respectfully with colleagues.Possesses excellent organizational, multi-tasking, delegation, creative problem-solving, interpersonal and communication (oral and written) skills.Has knowledge and experience with civil service laws and regulations.Has a strong understanding of systems and the development of protocols.Has strong skills and knowledge in the supervision and evaluation of staff.Has demonstrated knowledge and expertise in all aspects of the Annual Professional Performance Review (APPR) process, professional development, and education law.Required Qualifications:New York State School District Administrator (SDA) Certification or New York State School District Leader (SDL) Certification Preferred Qualifications:Minimum of two years successful Human Resources experienceAll candidates must apply via the Online Application System (OLAS), attaching a job specific cover letter and resume.The Edgemont Union Free School District is committed to hiring innovative administrators, faculty members, and staff.
