EDGEMONT UNION FREE SCHOOL DISTRICTPERSONNEL BULLETINSchool District Clerk (Part-Time, 12-Month Position)Reports To: Board of Education (for statutory and governance responsibilities) and Superintendent of Schools (for day-to-day supervision and administrative coordination)Location: District Office, 300 White Oak Lane, Scarsdale, NYOverview: The School District Clerk is a key administrative officer responsible for ensuring the efficient, compliant, and transparent operation of Board of Education governance. The Clerk serves as the official recorder and custodian of Board proceedings, elections, and district records, while also supporting the Superintendent and administrative leadership in carrying out the business of the District. This position requires exceptional organization, judgment, and discretion; the ability to work independently; and a commitment to upholding the highest standards of public service and confidentiality.This is a Westchester County Civil Service, classified position (School District Clerk, Exempt Class) carrying duties prescribed under Education Law §2121 and related statutes.Primary Responsibilities:Governance & Board of Education SupportServe as Clerk to the Board of Education; attend and record minutes for all meetings.Prepare and distribute agendas, notices, and public postings in compliance with Open Meetings Law.Maintain official minutes, resolutions, and policy records.Manage correspondence between the Board, Superintendent, and community members.Coordinate Board committee schedules and maintain calendars for Board-related events, trainings, and retreats.Manage BoardDocs – uploading agendas, policies, exhibits, and meeting minutes.Track Board member training compliance (e.g., Fiscal Oversight, Governance, Safety, and internal compliance trainings) and maintain certificates on file. Prepare and maintain Board policy repositories and update public postings when policies are revised. Assist with Board recognitions and resolutions, drafting proclamations, certificates, and commendations. Maintain the District Seal and attest to all Board-executed documents. Elections & Voter EngagementAdminister annual budget votes and Board elections, including legal notices, absentee ballots, and voting procedures.Coordinate with the Westchester County Board of Elections and legal counsel on election compliance.Serve as liaison to the Westchester County Board of Elections for ballots, voting machines, inspectors, and results certification. Maintain voter registration records and oversee the Military and Special Voter process per Education Law §2018-d. Prepare all required legal notices (budget hearing, annual meeting, candidate petition deadlines, etc.) and ensure newspaper publication requirements are met. Coordinate election-day logistics (inspectors, signage, security, accessibility, emergency procedures).Records Management & Legal ComplianceServe as Records Access Officer (FOIL) and Records Management Officer, ensuring compliance with NYS LGS-1 Records Retention Schedule.Coordinate FOIL trainings and procedural updates. Administer annual records disposition and archiving process in coordination with departments. Manage the District’s records digitization initiative. Track Board policies, contracts, and legal filings for expiration/renewal dates and notify administrators accordingly. Ensure compliance with all NYSED and legal filing requirements.Maintain a register of official oaths of office for Board members, and other appointed officials. Serve as Notary Public for district business, if credentialed (optional but valuable). Administrative & Business Office SupportProvide administrative support to the Superintendent and Business Office.Assist the Business Office with bid openings, recording results, and issuing bid tabulations. Prepare official correspondence and attestations following Board actions (contract award, personnel appointments). Coordinate annual reorganization meeting materials – oaths, designations, appointments, and filings with NYSED. Maintain the District’s official repository of contracts and agreements, indexing by year and type. Support district-wide compliance reporting (e.g., publication affidavits, legal notices, insurance certificates). Coordinate public postings for RFPs, budget hearings, and legal advertisements. Serve as the district’s BOCES Board of election liaison (sending ballots and notices). Office & Communications SystemsManage central office calendar systems, meeting logistics, and room reservations. Maintain district letterhead, templates, and branding for official correspondence. Assist with updates to the district website and BoardDocs, ensuring accurate meeting and policy information. Coordinate mailings, publications, and public notices (budget newsletters, hearing notices, etc.)Community & Public RelationsServe as first point of contact for inquiries directed to the Board of Education; route correspondence appropriately. Coordinate public participation sign-ups and manage logistics at Board meetings. Assist with district recognitions events, retiree receptions, or community forums. Maintain the district’s official mailing lists and distribution systems for legal notices and community updates. Serve as liaison between the Board, staff, and public to ensure transparent communication.Qualifications:Minimum Qualifications per Westchester County Civil Service:High school diploma and six years of progressively responsible clerical and administrative experience, two years of which involved independent work and public contact; ORCompletion of a two-year post-secondary secretarial/business program and five years of related experience, including two with significant responsibility and public contact; ORAn equivalent combination of training and experience as above.Must successfully complete a fingerprint/background check per the SAFE Schools Act.Preferred Qualifications:Prior experience as a District Clerk, Board Secretary, or senior administrator in a school or municipal setting.Knowledge of Education Law, FOIL, and Open Meetings Law.Excellent communication, writing, and recordkeeping skills.Proficiency with Microsoft Office, Google Workspace, and BoardDocs (or equivalent).Ability to attend evening meetings and maintain strict confidentiality.Term: 12-month Part-time confidential position; compensation commensurate with experience.
