School District TreasurerConfidential/Managerial PositionFull-Time, 12 month AssignmentThe Eastchester Union Free School District has an anticipated vacancy for School District Treasurer. This position will discuss accounting and financial matters primarily with the Board of Education as well as with the Superintendent of Schools and the Assistant Superintendent for Finance and Facilities.Distinguishing Features: The work involves responsibility for the maintenance and review of financial records, account codes and financial reporting. Typical Work Activities: Cash ManagementPerforms bank transfers, ACH, wires, etc.Utilizes web-based banking sites to monitor cash movement.Executes legal signature on district checks.Communicates with financial institutions for all financial transactions.Reviews and establishes debt service payments including RANS, TANS & BANS.May confirm and/or remit federal and NYS employee withholding taxes.Completes annual sales tax and remits accordingly each March. Accounting & ReportingEnters initial budget for expenditure and revenues for all funds.Identifies and researches budget inconsistencies.Processes budget amendments and transfers.Reviews payroll for changes from prior payrolls and performs random review of hourly, overtime time cards.Reconciles contractual food service company’s financial records to POS system.Records Food Service Fund journal entries to credit sales usage.Records journal entries and monitors general ledger codes for accuracy.Tracks & records revenues.Reconciles bank statements for all funds including Student Activities Accounts.Prepares monthly Treasurers’ Reports.May submit ERS & TRS monthly, annual and as requested reports.Prepares grant forms (such as FS10, FS10(F), FS25 & FS10A).Reviews and reconciles quarterly wage reports (such as 941, IT-2104, etc.).May review 1099s and submit 1096 to IRS.May review W-2s and submit to IRS. OtherMonitors state aid revenues along with other revenues.Spearheads all year-end closing activities in close conjunction with auditors.Acts as lead liaison for internal, external and other auditors.Maintains fixed asset inventory.May assist in monthly BOCES bill record keeping.Processes foster student tuition payments and invoices as needed.Invoices for out of district parentally placed related services & special education tuition.Works closely with the Assistant Superintendent of Finance & Facilities as directed.Prepares the ST-3, Forms A and F and supporting schedules in conjunction with ASF&FCollaborates with Questar / State Aid Planning to review reported STAC.Develops, analyzes and records extended school year expenses and revenues.Tracks accounts receivable and accrued liabilities.Requirements:Outstanding interpersonal skills: This position interfaces directly with school personnel, parents and the general public. It requires the ability to deal effectively with people – in person and on the telephone – and to work well under pressure. Candidates must be responsible and dependable, self-starters, with good judgment, possess a strong work ethic and be able to maintain confidentiality.Excellent organizational skills: The position requires someone who can handle multiple simultaneous tasks expediently and with accuracy. Attention to details is eminent.Superior technical skills: Competence, combining speed and accuracy, in the use of office technology, particularly, Google Suite, Microsoft Word, Excel, PowerPoint and nVision. Good knowledge of modern financial accounting and record keeping;Good knowledge of the laws, regulations, procedures and policies related to school district finances;Ability to follow oral and written instructions;Ability to keep financial records and prepare reports; ability to read, write, speak, understand and communicate in English sufficiently to perform the essential duties of the position; ability to effectively use computer software applications such as spreadsheets, word processing, calendar, e-mail and database software; integrity; good judgment; physical condition commensurate with the duties of the position.TREASURER: Either (a) graduation from high school or possession of a high school equivalency diploma and five (5) years of financial record keeping experience; or (b) satisfactory completion of 60 college credits in Accounting, Finance or a closely related field and two (2) years of experience as described under (a); or (c) a Bachelor's degree from a recognized college or university in Accounting, Finance or a closely related field.NYSED Fingerprint Clearance*The title of Treasurer is an exempt Civil Service title and not subject to examination. Employment Terms12 month position probationaryThe workweek is 35 hours, 7 hours per day.Salary and Benefits: Depending upon experience, salary range $120,000-$153,000.
