ANTICIPATED VACANCY - Est. start date August 1, 2022SUPERVISOR OF TRANSPORTATIONThis anticipated vacancy in the Transportation Department will work under the supervision of the Assistant Superintendent of Business and will oversee the administration of the school district's transportation operation, district-wide. This position follows Civil Service guidelines.QUALIFICATIONS:The title of Supervisor of Transportation is a competitive Civil Service title; therefore, the list of eligibles (those who passed the corresponding exam for this title) must first be canvassed accordingly. Candidates who apply and have not taken the exam and are not on the canvass list can only be considered for an appointment once the current list of eligibles is exhausted. Incumbents of the title Supervisor of Transportation, with permanent status, may be eligible for consideration for the position.Superior technical skills and knowledge:Thorough knowledge of school bus operations and ability to plan and supervise others; ability to handle emergencies; reliable; communicates in English. Proficient in the use of computer programs, including the use of computer applications such as spreadsheets, word processing, calendar, e-mail and database software. Thorough knowledge of transportation routing software is essential. Outstanding interpersonal skills:The ability to deal effectively with people – in person and on the telephone – and to work well under pressure. The position requires someone who can communicate effectively both orally and in writing and possess strong interpersonal skills. Candidates must be able to establish and maintain effective working relationships. They must have initiative, tact, patience, sound judgment and flexibility. Excellent organizational skills:The position requires someone who has the ability to plan, organize, and prioritize work assignments. DUTIES AND RESPONSIBILITIES:Manages the day-to-day transportation operations, including oversight and management of the outside transportation contractors.Responsible for the development and maintenance of a safe and efficient transportation program in accordance with NYS law and district policy which will be reviewed each school year.Updates routes as necessary using transportation routing software to develop efficient bus routes and accommodate newly enrolled or moving students.Receives complaints regarding transportation issues and adjusts as necessary.Responsible for coordinating athletic and field trips.Determines eligibility of students to ride the bus in accordance with NYS law and district policy. Identifies and assesses bus stops for safety and efficiency.Annually reviews all bus driver 19-A compliance documents with the contractor.Updates, develops and implements new procedures for daily student transportation changes. Assists in the budget preparation for the transportation program.Prepares all state reports, including contracts and state aid data.Assists in the drafting of transportation bid specs.Explores and recommends improvements in parent access to real-time information, such a GPS tracking, apps that allow for transportation changes, etc.Attends training regarding the law, best practices, routing software, etc.Supervision of the Transportation Assistant.Assists with other work as required by higher level school district administrators.PREREQUISITES:The title of Supervisor of Transportation is a competitive Civil Service title; therefore, the list of eligibles (those who passed the corresponding exam for this title) must first be canvassed accordingly. Incumbents of the title Supervisor of Transportation, with permanent status, may be eligible for consideration for the position.Graduation from high school or possession of a high school equivalency diploma and either: (a) four (4) years of work experience where the primary function of the position was transporting individuals from one location to another (i.e., driving a school bus, bus, van, etc.) or scheduling vehicles for a transportation system, including or supplemented by two (2) years of work experience in a supervisory or administrative capacity; or (b) four (4) years of work experience in the transportation industry which involved risk management, safety and/or security issues, including or supplemented by two (2) years of work experience in a supervisory or administrative capacity.Possession of a valid license appropriate for the vehicle to be operated issued by the New York State Department of Motor Vehicles at time of appointment. SPECIAL NOTE: In addition to the above special requirement, if required to drive a school bus, candidates must satisfy the requirements for School Bus Driver as set forth in the Rules and Regulations of the New York State Commissioner of Education. New federal regulations require that, on or after October 1, 2005, a school bus driver with a New York State commercial driver license (CDL) must have a new “S” (school bus) endorsement. When the term “school bus” is used, the term is defined as a vehicle that is defined in Section 142 of the NYS Vehicle and Traffic Law (see below) and the school bus has a seating capacity of 16 or more adults (which includes the driver) or the school bus has a gross vehicle weight rating (GVWR) of more than 26,000 lbs. Section 142 of the NYS Vehicle and Traffic Law: 142. School bus. Every motor vehicle owned by a public or governmental agency or private school and operated for the transportation of pupils, children of pupils, teachers and other persons acting in a supervisory capacity, to or from school or school activities or privately owned and operated for compensation for the transportation of pupils, children of pupils, teachers and other persons acting in a supervisory capacity to or from school or school activities. The workweek is 40 hours, 8 hours per day. Salary and Benefits: Competitive salary and benefits are commensurate with experience. Anticipated salary range is from $80,000 - $115,000. Fingerprint Clearance: SAVE Law: Effective July 1, 2001, Education Law §§305(30), 3004-b, 3004-c and 3035, as amended by Chapter 180 of the Laws of 2000, and Part 87 of the Commissioner's Regulations require the Commissioner of Education to request a fingerprint-supported criminal history background check for applicants for certification as well as for prospective employees of school districts, charter schools and boards of cooperative educational services (BOCES).
