Title: Business Official or Business ManagerReports To: Superintendent of SchoolsQualifications NYS certification as School Business Administrator or appropriate Civil Service qualifications. Degree in accounting (CPA preferred); substantial experience in school business management, purchasing and bidding procedures, policy development. Must possess a sound understanding of human resource requirements, payroll functions and related activities/functions of the school business environment. Job Goal: To assist the Superintendent to substantially and effectively provide leadership in the delivery of the best possible educational and support services within available financial resources.Supervises: business office staff, supports directors of food service, transportation and facilitiesJob Responsibilities:Supervises the management of all financial affairs of the school district.Assumes responsibility for budget development and long-term financial planning and establishes policies and procedures to achieve this goal.Supervises the district’s support services through the director of facilities, transportation, food service, and the business office staff.Works with the administrative staff to identify priorities with respect to purchasing, facilities planning, and support services.Acts as advisor to the Superintendent with respect to all business and financial affairs of the district.Develops budget guidelines, coordinates budget preparation and review, and assists in the execution of the enacted budget.Oversees the competitive bidding process and monitors all purchasing.Projects revenues and expenditures, prepares the prospectus for bond sales, and manages the short-term investment portfolio for the district.Serves as a member of the negotiating team for all labor contracts.Oversees benefit administration for all labor contractsMaintains the district’s liability, unemployment and compensation insurance program.Assists in interpreting the financial concerns of the district to the communityAssists in recruiting, hiring, training, supervising, and evaluating all clerical, financial, and support staff personnel.Performs others duties and special projects as assigned by the Superintendent.Terms of Employment:Salary, working conditions and length of term of service established in a contractual agreement with the District.
