This cabinet-level leadership position is responsible for all aspects of personnel administration, including hiring, certification, labor relations, and employee development. The ideal candidate will demonstrate a commitment to equity and excellence in human capital systems and bring a collaborative, detail-oriented approach to supporting staff and students.QUALIFICATIONS:Required: New York State SDA/SDL Certification Demonstrated experience in K–12 educational leadership, personnel administration, and human resource management Knowledge of federal and state employment laws, Title IX regulations, and NY State Civil Service LawPreferred: Five or more years of demonstrated success as a school building and/or central office administrator Proven experience with collective bargaining and employee relationsREPORTS TO: Superintendent of SchoolsESSENTIAL DUTIES AND RESPONSIBILITIES:Human Resources Leadership Design and implement efficient HR systems aligned with educational best practices and legal mandates. Research, develop, and evaluate new systems for hiring and onboarding. Lead recruitment and hiring processes to attract high-quality candidates for all positions to make recommendations to the Superintendent of Schools. Ensure compliance with Board policies, state/federal labor laws, certification requirements, and negotiated agreements. Maintain comprehensive personnel records and ensure confidentiality and compliance with record-keeping regulations. Develop and administer the department’s budget and staffing projections. Serve employees by interpreting personnel policies and negotiated agreements; counsel employees on salary and fringe benefit programs, certification, leaves, transfers, assignment, and other employment-related matters. Serve as a member of the Superintendent’s Cabinet, Administrative Council, and represent the District as required. Plan all District milestone events, including new staff orientation, employee recognition ceremony, tenure reception, etc. Serve as a mentor for all new and aspiring administrators in the District and consult with the Superintendent on corrective action plans. Create robust on-boarding and off-boarding systems for attracting and retaining highly-effective staff members. Observe and evaluate teachers and administrators in order to enhance pedagogy and performance. Perform any additional duties as assigned by the Superintendent of Schools.Labor Relations & Legal Compliance Serve as a key contributor in collective bargaining negotiations. Manage contract grievance processes and labor-management relations. Collaborate with legal counsel on personnel matters, litigation, and compliance investigations. Represent the Superintendent of Schools in arbitration cases, impasse proceedings, cases involving employee bargaining units and assist the school attorney, where appropriate, in all matters of litigation or in cases of complaints to federal and State agencies.Leadership Development Design and implement leadership development initiatives to grow internal talent and promote career pathways. Assist in the development of Superintendent’s Conference Day offerings to all staff. Assist in the development of evaluations for employees across all units in the District. Serve and actively participate in all professional learning committees. Survey all staff and provide cross-training opportunities to assist them with job efficiency.Strategic Planning & Communication Collaborate with the Superintendent and Leadership Team to align HR initiatives with the District’s strategic goals. Assist with the development, revision, and execution of District policies and procedures related to personnel and leadership. Provide accurate, timely reports to the Superintendent, Board of Education, and regulatory agencies as required.TERMS OF EMPLOYMENT:Twelve-month administrative position.
